Public information on the 45 kV electrical line in Guareña

The Regional Government of Extremadura has submitted to public consultation the prior administrative authorization and the specific declaration of public utility of the 45 kV overhead high-voltage line (LAAT) that will change the connection point to the Guareña substation from the LAAT Guadiana II. The notice, signed by the head of the Industrial, Energy and Mining Planning Service, Juan Francisco Lemus Prieto, is published in issue number 153 of the Official Gazette of the Province of Badajoz, dated 12 August 2026, with reference Notice 3089/2026 and file number 06AT-01618-18600. Interested parties have a period of thirty working days to examine the file and submit objections.
The procedure is opened pursuant to Title IX of Law 24/2013, of 26 December, on the Electricity Sector, and Title VII, Chapter II, of Royal Decree 1955/2000, of 1 December, which regulates the authorization procedures for electrical energy installations. The request is submitted by Hijos de Jacinto Guillen Distribuidora Eléctrica, SL, with registered address at the La Alberca de Guareña industrial estate, and its purpose is to improve the quality of supply.
According to the notice itself, the project must be subject to a simplified environmental impact assessment, and the procedure will be concluded by the resolution of the Industrial, Energy and Mining Planning Service, in accordance with Decree 221/2012, of 9 November, on the publication of public information notices in the energy and hydrocarbons sectors.
The planned installations
The new connection will connect the Guareña substation to the Guadiana II line through the following installations:
- 540 linear meters of three-phase aluminum-steel (Al-ac) line of 181.6 mm², including stringing, tensioning, regulation and clamping.
- 5 units of galvanized steel support.
- 1 sectioning point comprising 3 single-pole disconnectors rated at 52 kV and 1,250 A.
Affected owners and public utility
The declaration of public utility will implicitly entail the need to occupy the property or acquire the affected rights and will involve urgent occupation for the purposes of article 52 of the Forced Expropriation Law. Annex I of the notice sets out the specific and individualized list of the property and rights, of private and public ownership, affected in the municipality of Guareña:
- Sinforiano León Gómez: polygon 43, parcel 10 (dry-land olive grove); 3 supports (48 m²), 94 meters of overhead line and 1,457 m² of aerial easement.
- Eladio Bote Cortés: polygon 43, parcel 9 (fig trees); 42 meters of overhead line and 651 m² of easement.
- Eularia Martín García: polygon 43, parcel 8 (dry-land olive grove); 55 meters of overhead line and 852.50 m² of easement; and polygon 508, parcel 71, with 1 support (16 m²), 135 meters of overhead line and 2,092.50 m².
- Francisco José Quintero Barrero: polygon 508, parcel 66 (dry-farmed land); 2 supports (32 m²), 177 meters of overhead line and 2,743.50 m².
Deadlines and how to participate
The deadline for examining the documentation and submitting objections is thirty business days, counted from the day following the date of publication of the notice. The documentation may be consulted:
- At the offices of the Industrial, Energy and Mining Planning Service, at Miguel Fabra Avenue, number 4 (“El Nevero” industrial estate), in Badajoz, upon prior appointment requested by telephone at 924012100 or by email at soiemba@juntaex.es.
- On the website industriaextremadura.juntaex.es, in the “public information” section.
Objections must be sent to the competent body for resolving the procedure and may be submitted at any of the registries and offices listed in Article 16 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.
The relevance of this news for the residents of Guareña lies in the fact that the declaration of public utility would turn the project into one of general interest: it would allow the urgent occupation of land in private and public ownership, with the consequent expropriation, although those affected retain the right to submit objections before the file is resolved. The objective that justifies the action is to improve the quality of the electricity supply in the municipality.
