Public information for the Ferromolín wind farm, 27 MW, with six wind turbines

The Industry and Energy Area of the Government Sub-delegation in León has opened for public consultation the application for prior administrative authorization and the environmental impact study for the Ferromolín wind farm, with a capacity of 27 MW, and its evacuation infrastructure. The announcement is published in the Official Gazette of the Province of León number 178, corresponding to Thursday, September 17, 2026, under the official reference BOP-LE-2026-178014, and opens a period of thirty business days for the submission of allegations. The project, promoted by Promoción Eólica Peninsular V, S.L., is located within the municipal boundaries of Oencia (province of León) and Vilamartín de Valdeorras and O Barco de Valdeorras (province of Ourense).
On August 5, 2025, the petitioner submitted the joint application for prior administrative authorization and environmental impact assessment of the wind farm and its evacuation infrastructure. On July 20, 2026, project modification documentation was provided, which was received by the Industry and Energy Area Department on August 6. The processing of both procedures is carried out jointly under Article 53.1.a of Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1; the project is also subject to the ordinary environmental impact assessment procedure provided for in Article 7.1.a of Law 21/2013, of December 9, on environmental assessment.
The General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge is responsible for issuing the prior administrative authorization resolution, while the General Directorate of Environmental Quality and Assessment, of the same ministry, must formulate the environmental impact statement. The file carries the project code PEol-1023.
Six wind turbines and five reserve positions
The technical characteristics declared in the announcement are as follows:
- Six (6) wind turbines with a unit capacity of 4.5 MW, including a meteorological tower, access roads, and civil works for installation and maintenance.
- Five (5) additional positions planned as reserves.
- Energy collection system via 15 kV underground power lines to the wind farm’s switching center.
- A switching center of approximately 230 square meters, located in Vilamartín de Valdeorras, which will collect the energy from each wind turbine.
- A 15 kV underground evacuation line 14.33 km in length, from the switching center to the SET Sil-Xares 15/220 kV substation, owned by Iberdrola Generación, S.A.U., which shares a location with the SET Santiago 220 kV transmission network substation, owned by Red Eléctrica de España, S.A.
Of the six wind turbines, the one identified as FRM-01 is located entirely in Oencia; FRM-02 corresponds to the boundaries of Oencia and Vilamartín de Valdeorras; and FRM-03 through FRM-06 are located in Vilamartín de Valdeorras. The five reserve positions (RES-01 to RES-05) are distributed between Oencia and Vilamartín de Valdeorras. The necessary adaptation works at the Sil-Xares substation are the subject of another file.
Budget of more than 31 million euros
The total budget of the project amounts to 31,142,802.36 euros. Of that figure, 27,169,486.12 euros correspond to the Ferromolín wind farm and 3,973,316.24 euros to the 15 kV medium-voltage underground line between the farm and the SET Sil-Xares substation. The declared purpose is the generation of electrical energy from renewable wind sources.
Allegations within thirty business days
The file may be examined for a period of thirty business days starting from the day following the publication of the announcement. The consultation can be carried out on the website of the Government Delegation in Castilla y León, in the “Projects, Campaigns and Information” section, under the “Public Information Procedures” heading, accessible via the link https://run.gob.es/tramitacion, as well as in person at the Industry and Energy Area of the Government Sub-delegation in León, at Avenida de Asturias number 4, 24008 León.
Allegations may be submitted through the Electronic Registry of the General State Administration (https://rec.redsara.es) or by any of the means specified in article 16.4 of Law 39/2015, of October 1. In-person consultation requires a prior appointment by calling 987 96 90 88, from 9 a.m. to 2 p.m., or by email at industria.leon@correo.gob.es. The processing units are the Industry and Energy Area Dependency of the Government Sub-delegation in Pontevedra, for the Ourense part, and the Industry and Energy Area Dependency of the Government Sub-delegation in León, for the León part, which is the body to which observations, allegations, and inquiries may be addressed. The announcement is signed by José Luis Ruiz García, Head of the Industry and Energy Area Dependency, dated September 10, 2026.
The publication opens the only formal window for residents and affected parties in Oencia and the rest of the project area to comment on a 27 MW wind farm and a 14.33 km evacuation line that crosses two provinces. This procedure conditions the future prior administrative authorization and the environmental impact statement, such that the allegations submitted within the deadline will determine the environmental and technical conditions under which the project could be executed.
