INE publishes response to Movimiento Ciudadano request

The General Council of the National Electoral Institute (INE) issued Agreement INE/CG357/2026, through which it responds to the request made by the political party Movimiento Ciudadano. The agreement was published on Monday, August 17, 2026, in the Official Gazette of the Federation, number 223, in the autonomous bodies section dedicated to the electoral institute, on page 466.

This is a formal pronouncement by the collegiate body of the INE that addresses the submissions presented by one of the political forces registered as a national political party. Publication in the official bulletin confers on the agreement the character of an administrative act with general legal effects in electoral matters.

Institutional framework and powers of the General Council

The General Council of the INE is the institute’s highest governing body responsible for organizing federal elections, as well as regulating the life of national political parties within Mexican territory. Among its attributions is the authority to respond to requests from the parties themselves regarding prerogatives, financing, auditing, and other matters related to their operation.

Movimiento Ciudadano, as a national political party registered with the INE, has the right to submit petitions to the General Council under the terms established by current electoral legislation. Party requests are an ordinary mechanism of interaction between political forces and the autonomous body responsible for electoral oversight.

Context: legislative dynamics and party prerogatives

In the same edition of the Official Gazette of the Federation, the excerpt of Resolution INE/CG354/2026 was also published, through which the General Council of the INE exercised its power of attraction over various matters within the jurisdiction of the Electoral Institute of Michoacán (IEM), including:

  • Prior, free, and informed consultation procedures for indigenous communities in the exercise of their right to self-governance.
  • Accreditation of new national political parties before local electoral bodies.
  • Modification of distribution amounts and schedule of prerogatives for fiscal year 2026.

These matters highlight the workload of the electoral body at a time of intense regulatory activity, with multiple requests and processes requiring the direct intervention of the General Council.

Relevance for the national political system

The response from the INE to Movimiento Ciudadano is part of the set of institutional decisions that sustain the balance between political forces in Mexico. The pronouncements of the General Council regarding party requests are decisive for the day-to-day operation of political organizations and directly affect the exercise of their rights as entities of public interest.

This agreement adds to the regulatory agenda of the electoral institute during the first half of the electoral cycle, and reinforces the obligation of the INE to guarantee equitable treatment among all national political parties within the framework of the Constitution and secondary legislation.
