INE approves new Code of Conduct and repeals the 2019 version

The General Executive Board of the National Electoral Institute (INE) unanimously approved, in an ordinary session held on July 27, 2026, Agreement INE/JGE138/2026, which issues the organization’s new Code of Conduct and repeals the one approved in 2019. The agreement and its annex were published in the Official Gazette of the Federation number 236/2026, on Monday, August 31, 2026, on pages 398 to 411.

The new instrument defines the standards of ethical behavior that all personnel of the electoral body must observe, in line with the Code of Ethics issued by the Internal Control Body (OIC) through General Agreement OIC-INE/04/2026, dated June 8, 2026. The issuance responds to an obligation derived from the Code of Ethics itself, which ordered the publication of the Code of Conduct no later than thirty business days following its entry into force.

A Renewed Ethical Framework

The Code of Conduct develops the principles, values, and rules of integrity already provided for in the Code of Ethics in a simple and concrete manner, translating them into behaviors applicable to the daily performance of duties. Among the topics it incorporates, the following stand out:

• clear and respectful attention to citizens;
• neutrality toward political parties, candidacies, and external actors;
• the responsible use of public resources;
• the protection of archives, files, databases, and institutional documents;
• the ethical use of technologies and artificial intelligence;
• the prevention of corruption and conflicts of interest;
• the construction of safe, inclusive work environments free of violence.

The instrument does not create burdens outside the current legal framework, but rather guides and specifies the way to observe the already established ethical duties. Its purpose is to facilitate compliance, provide certainty to personnel, and strengthen the coherence between institutional values and daily practice.

Unanimous Approval and Repeal of the Previous Code

The agreement was supported by a unanimous vote of the Board members present. Voting in favor were the executive directors of the Federal Register of Voters, Alejandro Sosa Durán; of Prerogatives and Political Parties, Alejandro Romero Millán; of the National Professional Electoral Service, Jorge Egren Moreno Troncoso; of Administration, Liliana Díaz de León Zapata; and of Legal Affairs, Anahí Silva Tosca; as well as the head of the Technical Audit Unit, Mario Alberto Alejo García; the acting head of the Technical Unit for Electoral Litigation, Guadalupe Yessica Alarcón Góngora; and the head of the Technical Unit for Liaison with Local Public Bodies, María Fernanda Romo Gaxiola.

The session was presided over by the presiding counselor Guadalupe Taddei Zavala, with executive secretary Claudia Arlett Espino serving as the Board’s secretary. With the entry into force of the agreement, the Code of Conduct approved by Agreement INE/JGE193/2019, dated October 31, 2019, is repealed, and references to it in internal provisions shall be understood as referring to the new text.

Validity and dissemination

The agreement and the Code of Conduct, declared to be of general interest, entered into force the day after their approval and shall remain in effect until new provisions are issued. The INE’s Ethics Committee must provide wide dissemination of the document starting the business day following its publication in the Electoral Gazette, through printed, electronic, or digital media, using clear language and accessible formats, to ensure that all personnel are aware of its content and scope.

The issuance of this code reinforces the culture of integrity and public ethics within the body responsible for organizing electoral processes in Mexico. By specifying the conduct expected from each public servant and the instances to approach in case of doubts or ethical risks, the INE seeks to safeguard citizen trust in the impartiality and transparency of its actions, in an environment with greater demands for accountability and data protection.
