The Department of Industry, Energy Transition and Sustainability has published the list of beneficiaries for the 2026 cluster dynamizer grants. A total of 4,000,000 euros has been distributed among 22 dynamizing organizations, and the list was included in issue number 202 of the Official Gazette of the Basque Country, on October 22, 2026, with official reference 2026/4433. The publication of the grants was carried out through the Resolution of October 7, 2026, by Andoitz Korta Zearreta, the Undersecretary for Industrial Promotion.
Bases and procedure
The bases and the call for grants were established by the Order of February 24, 2026, of the Minister of Industry, Energy Transition and Sustainability, which regulates the framework for financing the activity of cluster dynamizers for the 2026 session.
The Resolution states that the grants were awarded to the interested organizations via individual notification, and the publication is made to fulfill the publicity principle corresponding to the grant activity. However, all beneficiaries are included in a single annex, along with their tax identification and the amount allocated. The Resolution was signed in Vitoria-Gasteiz on October 7, 2026.
The amounts were not distributed homogeneously: the five largest organizations —ACE, GAIA, AFM, ACLIMA and FMV— account for 1,753,939 euros, 43.8% of the total.

Impact on the economic sector
The lists show that the aid program seeks a balance between traditional industry and advanced services: automotive, energy, and machinery-tool clusters hold significant weight, but health, food, paper, and language industries also have a place.
It has a direct impact on cluster organizations, as these are the main intermediaries of industrial policy: they promote cooperation projects, help companies position themselves in supplier chains, and provide internationalization and innovation services to their members. The volume of 4,000,000 euros provides them with budgetary stability for the 2026 event.
