The Territorial Service of Industry, Commerce, and Economy of Zamora has denied the resource exploitation project of section A) named «Sola-Ahigal» no. 580, in the municipality of Villaralbo (Zamora), promoted by Áridos Sola e Hijos, S.L. The resolution was issued on October 29, 2026, and was made public in the Official Gazette of Castilla y León (BOCYL) no. 215, dated November 6, 2026, on page 716, with the official reference BOCYL-D-06112026-215-59.
The deciding body and the regulation requiring publication
The announcement is issued by the Territorial Service of Industry, Commerce, and Economy of Zamora, which depends on the Territorial Delegation of the Junta de Castilla y León in Zamora, and is inserted in the announcements section of the Department of Environment and Energy. The publication is not discretionary: according to the official text itself, it is carried out in accordance with the provisions of Article 42 of Law 21/2013, of December 9, on Environmental Assessment, which requires the decision to be publicized once the procedure is closed.
The file concerns an aggregate extraction project classified as resource exploitation of section A), an administrative designation that groups mineral resources of lesser entity and whose authorization corresponds to the regional Administration through its provincial industry and mines services. In this case, the registration name of the exploitation is «Sola-Ahigal» no. 580 and its territorial scope is the municipality of Villaralbo, in the Duero valley as it passes through the province of Zamora.
Two dates and one single file
The chronology contained in the official announcement allows for the reconstruction of the project’s administrative path:
- March 17, 2025: the Territorial Delegation of Zamora issues a resolution finalizing the ordinary Environmental Impact Assessment of the aggregate extraction project «Sola-Ahigal» no. 580, promoted by Áridos Sola e Hijos, S.L.
- October 29, 2026: the Territorial Service of Industry, Commerce, and Economy of Zamora issues the Denial Resolution for the resource exploitation project of section A).
- November 3, 2026: the announcement is signed in Zamora by the Head of the Territorial Service, Manuel I. Moreno López.
- November 6, 2026: the text is published in BOCYL no. 215, with the reference BOCYL-D-06112026-215-59.
The sequence of both dates is relevant: the denial comes after the ordinary environmental assessment procedure was formally closed, meaning the industry decision is based on an already concluded environmental file.
Thirty business days to consult the abstract
The announcement establishes a period of thirty business days, counted from the day following its publication in the BOCYL, for interested parties to consult the summary of the resolution. The official text indicates that said summary will be available on the Energy and Mining web portal of the Junta de Castilla y León, at the address https://energia.jcyl.es/web/es/informacion-publica-energia-minas/minas.html, within the public information section for energy and mining. The publication in the official bulletin therefore constitutes the starting point for the calculation of this period and the formal channel for accessing the content of the denial resolution.
The announcement does not detail the affected area, the planned extraction volume, nor the specific reasons for the environmental ruling, which are contained in the resolution and the summary accessible electronically. The published text also does not specify whether the company has announced any appeal against the decision.
The denial closes, at least in the administrative channel, an extractive project in a municipality with an agricultural tradition located a few kilometers from the capital of Zamora, where aggregate activity coexists with an environment of riverbanks and floodplains. For the readers of the region, the announcement serves as official confirmation that the “Sola-Ahigal” No. 580 exploitation cannot be developed as proposed, and opens the period for rights holders and interested parties to consult the exact terms of the resolution published by the regional Administration.
