Industry calls for prior expropriation records of the Arrives FV solar plant

The Territorial Service of Industry, Trade and Economy of Zamora has called for the records prior to the occupation of the lands affected by the «Arrives FV» solar photovoltaic plant and its evacuation facilities, in the municipal districts of Cubillos and Monfarracinos. The resolution is published in the Official Gazette of the Province of Zamora no. 118, of October 9, 2026, pages 16 and 17 (reference r-202602300). The drawing up of the records will take place on October 27, 2026, at the Cubillos Town Hall.

The file, registered under number 231210 and corresponding to plant 9161, is promoted by «Cerro Acotango, S.L.U.», which obtained the declaration of public utility of the project by resolution of the Territorial Service of Industry, Trade and Economy of Zamora dated March 27, 2026, published in the BOCYL no. 69, of April 13, 2026.

The declaration is based on Article 56 of Law 24/2013, of December 26, on the Electricity Sector, which implies the need for the occupation of the affected assets and rights and entails urgent occupation in accordance with Article 52 of the Forced Expropriation Law of December 16, 1954. The announcement is signed by the head of the service, Manuel I. Moreno López, in Zamora, on September 29, 2026.

Summons and Appearance

The summoned owners must appear at the Cubillos Town Hall for the drawing up of the records prior to occupation and, where applicable, the occupation records, without prejudice to the service relocating to the properties if necessary.

They must attend personally or through an authorized representative, providing documentation proving ownership and the most recent receipt of the Real Estate Tax (IBI) for the property in question. They may be accompanied, if they deem it appropriate, by an expert or notary, with the fees being at their own expense.

The order of the proceedings will be posted on the notice boards of the affected town halls and will be communicated to each interested party via the appropriate summons notice.

List of Affected Assets and Rights

The annex of the announcement details five plots in the municipal district of Cubillos, with their cadastral references and appointment times:

• Francisco, Julián Alejandre — plot 381, cadastral reference 49064A001003810000BA, at 10:00 hours.
• Diego, Sánchez Hernández — plot 368, cadastral reference 49064A001003680000BJ, at 10:15 hours.
• Mª Pilar, Vicente Martín — plot 324, cadastral reference 49064A001003240000BT, at 10:30 hours.
• Hilario, Turiño Lozano — plot 323, cadastral reference 49064A001003230000BL, at 10:45 hours.
• Mª Concepción, Hernández Rodríguez — plot 302, cadastral reference 49064A001003020000BX, at 11:00 hours.

The file details for each estate the underground length (L.S.), the underground easement area (S.S.S.), the manhole area (S.A.), the right-of-way easement area (S.S.D.P.), and the temporary occupation area (S.O.T.).

Allegations and notification

In accordance with Article 56.2 of the Regulations of the Compulsory Expropriation Law, approved by Decree of April 26, 1957, interested parties and those who hold direct economic rights or interests over the affected assets that may have been omitted from the list may submit written allegations to the service until the date set for the drawing up of the preliminary record, solely for the purpose of correcting possible errors.

The publication also serves as notification to potential unidentified interested parties, to holders of affected assets and rights who are unknown, and to those whose whereabouts are unknown, for the purposes of Articles 41.5 and 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The call opens the expropriation phase of an energy project affecting owners of rural land in Cubillos and Monfarracinos, who, as of October 27, will have the occupation conditions of their plots and the corresponding compensations established.
