Por FactBox Admin

The General Directorate of Industry, Energy and Mines of the Regional Government of Extremadura has granted prior administrative authorization to the company VLT Renovables III, SL for the photovoltaic installation “Cabo de Hornos 15” and its associated electrical energy evacuation infrastructure, located in the municipality of Casar de Cáceres (Cáceres). The decision is formalized in the resolution of September 16, 2026, published in the Official Gazette of Extremadura no. 188, of September 29, 2026, with the official reference 2026062416 and file number GE-M/07/24.
Legal framework and competent body
The authorization is based on the exclusive competence of the Autonomous Community of Extremadura over energy production and transport installations, recognized in section 1.37 of article 9 of its Statute of Autonomy, and in Law 24/2013, of December 26, on the Electricity Sector, which subjects the construction and commissioning of generation facilities to the authorization regime provided for in its article 53.
The procedure is processed in accordance with Royal Decree 1955/2000, of December 1, and the competence to resolve corresponds to the General Directorate of Industry, Energy and Mines by virtue of article 6.2 of Decree 221/2012, of November 9. The resolution is signed by the director general, Raquel Pastor López.
Technical characteristics of the plant
The project contemplates a solar photovoltaic installation with the following magnitudes:
- Installed capacity: 4,480 kW.
- 14 inverters of 320 kW capacity each at 40 ºC.
- 7,924 bifacial photovoltaic panels of 715 W each, mounted on single-axis trackers.
- Two transformation centers: CTX-1 and CTX-2, both of 5,000 kVA and 0.8 kV/10-35 kV.
- Single-story control building and warehouse, for access control and monitoring of production and alarms.
- 30 kV underground interconnection line, 527.84 meters long, between CTX-1 and CTX-2.
- 30 kV underground evacuation line, 399.85 meters long, to the “Otero 30/45 kV” step-up substation.
- Total material execution budget: 2,385,810.87 euros.
The plots affected by the installation and the line correspond to polygon 12, plots 21, 22, and 9010, of the municipality of Casar de Cáceres.
Ownership, environmental processing and evacuation
The initial application was submitted by Enigma Green Power 4, SLU on May 15, 2024, which led to the opening of file GE-M/06/24; on December 4, 2024, the change of ownership took place in favor of VLT Renovables III, SL, with CIF B04931887 and registered office in Madrid. On November 28, 2024, Carlos Mora Góngora submitted the application on behalf of the company, and on September 4, 2026, Daniel Carrascoso Hernández completed the documentation.
The public information process ended on June 30, 2025, without any objections, and the affected administrations and companies expressed no opposition. The General Directorate of Sustainable Management and Forestry Policy formulated the environmental impact statement on July 15, 2026, published in the Official Gazette of Extremadura no. 151, of August 6, 2026, which concludes that the project does not appreciably affect the Natura 2000 Network provided that the corrective measures are met.
Evacuation is carried out through the “Otero 30/45 kV” substation, the subject of another project (file GE-M/08/24), from where the shared connection infrastructure departs to the “Los Arenales 45 kV” substation, owned by i-DE Redes Eléctricas Inteligentes, SAU. The authorization is granted without prejudice to third parties and the necessary municipal licenses, and an administrative appeal may be filed before the Regional Ministry of Industry, Energy, Science and Territory within one month.
Impact on the territory
The resolution consolidates a new photovoltaic park in the province of Cáceres and confirms the processing pace of renewable projects in Extremadura, with a material investment close to 2.4 million euros. The file also reflects the shared evacuation model between facilities, which distributes the use of the grid and concentrates the deployment of solar generation in the surroundings of Casar de Cáceres.
