Por FactBox Admin

The Aragonese Institute of Environmental Management (INAGA) has formulated the environmental impact statement for the phase 4B wind farm of 28 MW and its evacuation infrastructure, as well as the project for the installation of BESS storage of 15 MW with surpluses, connected to the internal MV network for hybridization. The resolution, dated August 10, 2026, is made known through an announcement published in the Official Gazette of Aragon number 196, of October 8, 2026, section V of announcements, with the official reference BOA20261008029.
The project is promoted by Stellantis España, SL and affects the municipal districts of Figueruelas and Pedrola (Zaragoza). The processing corresponds to the Provincial Service of Zaragoza of Presidency, Economy and Justice, and the administrative file is INAGA 500306/01l/2026/04176, with Industry reference G-Z-2026-012.
An environmental decision for the industrial complex
The publication is ordered in accordance with the provisions of article 33.4 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which requires these types of resolutions to be publicized in the regional official gazette. The announcement is signed by the Department of Environment and Tourism of the Government of Aragon, through INAGA, and is dated Zaragoza, October 2, 2026.
The full resolution can be consulted on the document verification portal of the Government of Aragon, with the Secure Verification Code CSV3O62ME91U6BAOMREG. The signed text corresponds to Diana Remón Galindo, Head of Technical Area III of Industrial Environment.

- Holder: Stellantis España, SL.
- Affected municipalities: Figueruelas and Pedrola (Zaragoza).
- Object: environmental impact statement.
- Wind farm capacity: 28 MW, corresponding to phase 4B.
- Storage: BESS installation of 15 MW with surpluses.
- Connection: internal MV network for hybridization.
- Industry Reference: G-Z-2026-012.
This is, therefore, a self-consumption project with surpluses that combines wind generation and electrical storage for the Stellantis industrial complex on the banks of the Ebro.
Background and processing
The same file had already been the subject of publicity in the Official Gazette of Aragon number 174, of September 8, 2026, with the reference BOA20260908018. In that announcement, the project description was identified as “01L - Ordinary EIA of file: G-Z-2026-012 - Self-consumption with surpluses hybridization wind module and storage Opel phase 4B” in the municipal districts of Figueruelas and Pedrola (Zaragoza).
The new publication in issue 196 completes the publicity process for the resolution of August 10, 2026, which until now had only been disseminated in its initial version. The file is part of the industrial activity of Stellantis España, SL in the Entrerríos industrial estate, where the company maintains its vehicle manufacturing plant and where the electric vehicle battery gigafactory project owned by Contemporary Star Energy, SL is also being developed.
Impact for industry and energy in Zaragoza
The environmental impact statement is a decisive step for the execution of the wind farm and the storage system, as it sets the environmental conditions that the promoter must meet. For Figueruelas and Pedrola, the decision consolidates an industrial self-consumption model that reduces dependence on the electrical grid and reinforces the competitiveness of the largest automotive complex in Aragon.
