INAGA opens the environmental consultations for the San Mateo de Gállego Data Center Campus

The Aragonese Institute of Environmental Management (INAGA) has opened the prior consultation process for the preparation of the scoping document for the strategic environmental study of the San Mateo de Gállego Data Center Campus, a project promoted by Copiapo Renovables, SL. The announcement is published in the Official Gazette of Aragon number 200, dated October 15, 2026, with the reference BOA20261015033 and file number INAGA 500201/71/2026/08944.

A project spanning five municipalities

The scope of the project extends across the municipal boundaries of San Mateo de Gállego, Villanueva de Gállego, Zaragoza, Zuera, and Villamayor de Gállego, all located in the province of Zaragoza. The initiative is driven by the company Copiapo Renovables, SL, which appears as the promoter in the official announcement.

The announcement is issued by the Department of Environment and Tourism of the Government of Aragon and is included in section V of the gazette’s announcements, within the other announcements section. The processing is based on Article 14 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which regulates the public disclosure of environmental assessment procedures.

One month to submit allegations

The resolution opens public participation to individuals who are likely to be affected or interested in the procedure. The deadline and conditions are as follows:

• A maximum period of one month from the publication of the announcement to present the most significant environmental aspects that the promoter must consider in the preparation of the strategic environmental study.
• Interested parties must prove to INAGA the reasons why they consider themselves affected.
• Allegations or other additional considerations may also be submitted.
• The documentation is available for consultation at the electronic headquarters of the Aragonese Institute of Environmental Management, at the address www.aragon.es/inaga/anunciopublico.

Electronic submission of contributions

In accordance with the fourth additional provision of Law 10/2013, of December 19, of the Aragonese Institute of Environmental Management, introduced by Law 1/2021, of February 11, on administrative simplification, contributions may be submitted through any electronic registry of the Administration and, preferably, via the electronic address specified in the announcement itself.

The announcement appears signed in Zaragoza on September 15, 2026, by Juan Enrique Net Ortega, Head of Technical Area II Natural Environment, and its publication in the gazette occurred one month later, on October 15, 2026.

The opening of this procedure marks the first public participation milestone of a project with a significant territorial and economic impact for the surroundings of the Aragonese capital. The prior consultation will determine which environmental aspects the strategic study must address and, consequently, will condition the subsequent development of the urban and environmental processing of the campus across the five involved municipalities.
