Imbroda nombra a Juana Mateo García secretaria de Consejería por decreto

The president of the Autonomous City of Melilla, Juan José Imbroda Ortiz, has appointed Juana Mateo García as Secretary of the Department as temporary trusted personnel, by means of Decree No. 401, dated October 9, 2026. The resolution is published in the Official Gazette of Melilla (BOME) No. 6423, dated October 16, 2026, with the official reference BOME-A-2026-1157. The appointment was recorded in the Book of Non-Collegiate Resolutions under number 2026000401.

A temporary trusted position with code E0080001

The decree classifies the position within the category of temporary trusted personnel, identified by code E0080001, and entrusts the new secretary with functions expressly qualified as trust or special advisory roles. This is a non-permanent position, whose appointment and dismissal are discretionary and which is remunerated from the credits allocated for such purpose.

The applicable regime is that of Article 12 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of Public Employees. The regulation establishes that the dismissal of such personnel occurs, in any case, when the mandate of the authority to whom they provide their trust or advisory function is terminated.

The president acts under the protection of Articles 14.1 and 15 of Organic Law 2/1995, of March 13, which approves the Statute of Autonomy of Melilla, and Article 104.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. He also invokes Article 9.f) of the Government and Administration Regulations of the Autonomous City of Melilla, published in the extraordinary BOME No. 2, of January 30, 2017.

The resolution has a prior auditing report from the comptroller’s office and sufficient credit in the budgetary item 00/91201/11000 (Temporary Personnel of Government Bodies), with accounting registration number RC 12026000013347. The decree does not detail the specific amount of the remuneration assigned to the position.

Succession following the dismissal of Marina Julia Alvado Carrillo

The appointment completes a transition in the trust structure of the City Government. Decree No. 380, of September 23, 2026, dismissed Marina Julia Alvado Carrillo as Secretary of the Department, who had been appointed by Decree No. 170, of September 10, 2025, as recorded in BOME No. 6310, of September 16, 2025. The dismissal was published in BOME No. 6417, of September 25, 2026.

Imbroda Ortiz was appointed president of the City by Royal Decree 605/2023, of July 7, after being elected by an absolute majority by the Melilla Assembly in the constitutive session of July 7, 2023, taking office on July 8 of that year.

Transparency and means of appeal

The decree orders its publication in the Official Gazette of Melilla and the dissemination of its content on the City’s Transparency Portal, in application of articles 5 and following of Law 19/2013, of December 9, on Transparency, Access to Information and Good Governance, and the Transparency and Access to Public Information Regulations of the Autonomous City of Melilla. Information regarding the number, characteristics, and remuneration of temporary positions must be kept permanently updated.

Against the resolution, which exhausts the administrative route, the following may be filed:

  • An optional appeal for reversal (recurso de reposición) before the same body, within one month of its notification.
  • A contentious-administrative appeal before the competent contentious-administrative jurisdiction, within two months.

The appointment reinforces the direct trust team of the Presidency and increases the expenditure on temporary personnel of the City, a chapter subject to mandatory publication on the Transparency Portal and exposed to the scrutiny of the opposition and the citizens.
