Ilva Myriam Hoyos Castañeda, new Minister of National Education

The National Government officialized a high-level change in the cabinet by accepting the resignation of Viviane Aleyda Morales Hoyos and appointing Ilva Myriam Hoyos Castañeda as the Minister of National Education in her place. The decision was recorded in Decree 1395 of 2026, issued by the Presidency of the Republic and published in the Official Gazette number 53,627 on Tuesday, September 15, 2026.

The decree, signed by President Abelardo de la Espriella, accepts the resignation of the outgoing minister and makes an ordinary appointment to the position designated as Minister, Code 0005, Grade 00, located in the Office of the Minister within the personnel plant of the Ministry of National Education. The regulation is effective as of the date of its issuance.

The accepted resignation

Article one of Decree 1395 of 2026 accepts, as of this date, the resignation submitted by Viviane Aleyda Morales Hoyos, identified with citizenship ID number 51637897, from the position of Minister of National Education. The outgoing official leaves the education portfolio amidst the implementation of several sector policies, including the National Public Policy on Multilingualism and the educational care measures derived from the emergency caused by the earthquake of August 2026.

The new appointment

Article two provides for the ordinary appointment of Ilva Myriam Hoyos Castañeda, identified with citizenship ID number 35463221, to the position of Minister of National Education, effective from the date of issuance of the decree. The new minister assumes the leadership of one of the portfolios with the greatest social impact in the country.

The decree also includes:

• The communication of the act through the Sub-directorate of Human Talent of the Ministry of National Education to the two officials involved.
• The immediate validity of the regulation from its issuance on September 15, 2026.
