Illescas approves extra credit of 231,527 euros with treasury surplus

The Illescas City Council has definitively approved credit modification file number 14/2026 of the current budget, in the form of extraordinary credits and credit supplements, financed by the Treasury Surplus for General Expenses (RTGG). The operation amounts to 231,527.44 euros and is published in the Official Gazette of the Province of Toledo number 175, dated September 14, 2026, page 30. The agreement, signed on September 7, 2026, by Mayor José Manuel Tofiño Pérez, bears registration number I.- 4069.
The publication is carried out for the purposes of the provisions of article 169.1, by referral of 177.2, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The modification is financed entirely from the treasury surplus for general expenses, which is reduced in economic application 87000 by the total of 231,527.44 euros.
Destination of funds
The credit is distributed among five applications of the expenditure statement, combining tax management work with new investments in infrastructure and assets intended for general use:
- IAE (Economic Activities Tax) review work (program 9310): 82,500.00 euros, increasing the available credit from 94,000 to 176,500.00 euros.
- Tourist signage (program 4320, project 2024/4/4320/1): 38,851.32 euros.
- Investments in parks and gardens (program 1710, project 2026/4/1710/1): 56,104.70 euros.
- Urban gardens (program 1710, project 2026/4/1710/2): 26,372.53 euros.
- Green areas of the La Ermita neighborhood (program 1710, project 2026/4/1710/3): 27,698.89 euros.
Legal framework and appeals
Against the agreement, and by virtue of article 171 of Royal Legislative Decree 2/2004, interested parties may directly file a contentious-administrative appeal in the form and within the time limits established in articles 25 to 42 of Law 29/1998, of June 13, regulating said jurisdiction. However, according to article 113.3 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, the filing of the appeal shall not by itself suspend the effectiveness of the contested agreement.
Impact for residents
The operation provides resources for local services and investments: the improvement of tourist signage reinforces the promotion of the municipality, while the allocations for parks and gardens, urban gardens, and green areas of the La Ermita neighborhood directly impact the quality of life and the maintenance of public spaces. Financing with the treasury surplus allows these actions to be executed without resorting to new debt.
