Illana initially approves its Local Civil Protection Volunteer Group
Por FactBox Admin

The Illana City Council has initially approved the file for the creation of the Local Civil Protection Volunteer Group and the regulations that shall govern its operation. The agreement is published in the Official Gazette of the Province of Guadalajara (BOP) number 197, corresponding to Thursday, October 15, 2026, and opens a thirty-day public information period. The resolution is signed by the mayor, Francisco Javier Pérez del Saz, and is identified by the official reference 2026_2695.
The announcement is processed in compliance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which require that agreements for the initial approval of local ordinances and regulations be submitted for public information before they enter into force. With this initial approval, the municipality begins the processing of its own volunteer structure regarding civil protection, along with its corresponding regulatory text for organization and operation.
Thirty days to submit allegations
The file remains open to the public for a period of thirty days, counted in accordance with the provisions of the local regime regulations. During this period, persons who may consider themselves interested parties may appear and formulate as many allegations, suggestions, or claims as they deem appropriate.
The process affects both residents who aspire to join as volunteers of the group and any person or entity that wishes to challenge the content of the regulations.
In-person and electronic office consultation
The City Council provides two ways to examine the complete file:
- The physical offices of the Illana City Council, located at Plaza de la Constitución 1.
- The municipal electronic office, accessible at the address http://illana.sedelectronica.es.
The publication includes the verification code 3c6aa0b41168f14dc9035fbdd032036d697182fd, which allows the authenticity of the document to be verified through the provincial gazette’s validation service.
Final approval if there are no claims
If no claims are submitted after the public information period has elapsed, the agreement for the approval of the regulations will be understood as definitively approved, without the need for a new plenary pronouncement. Otherwise, the City Council must resolve the submitted allegations before elevating the text to final status.
More Illana matters in the same gazette
Issue 197 of the BOP, corresponding to October 15, 2026, contains three other publications from the same council:
- The provisional approval of the modification of the tax ordinance regulating the fee for home collection of garbage or urban solid waste (2026_2692), agreed upon in the ordinary plenary session of October 9, 2026.
- The provisional approval of the modification of the ordinance regulating the fee for water supply, including connection rights, installation, and use of meters (2026_2693).
- The public exhibition of the General Account for the 2025 financial year (2026_2694), for a period of fifteen days.
All of these share the same public information procedure and the signature of the mayor, Francisco Javier Pérez del Saz.
Impact for the municipality
The creation of the local group means that Illana will have its own body of volunteers for prevention, rescue, and emergency support tasks, coordinated with the provincial civil protection services. The regulations will establish the internal organization, the rights and duties of the volunteers, and their integration into the emergency system. Until the period for submissions concludes and the text is definitively approved, the group cannot be formally constituted.
