Igualada apuja un 2,3% les taxes municipals i retoca IBI, ICIO i residus

The Igualada City Council has definitively approved the modification of the tax ordinances for the 2027 fiscal year, which includes a 2.3% increase in about twenty municipal taxes and public prices. The agreement, initially adopted by the Plenary on July 28, 2026, was published in the Official Gazette of the Province of Barcelona on November 5, 2026 (pp. 1-212, official reference CVE 202610161567) once the public information process was closed without any objections. The new rates will come into effect on January 1, 2027.

The text is published in compliance with article 17.4 of the revised text of the Law regulating local treasuries and article 178 of the revised text of the Municipal and Local Regime Law of Catalonia, and is part of file 1216/5140/2026 of the Intervention, Revenue and Collection Service. The announcement bears the signature of the mayor, Marc Castells i Berzosa, dated October 28, 2026.

About twenty taxes with the same increase

The 2.3% increase is applied linearly to the rates of the following ordinances:

  • Tax for the issuance of administrative documents.
  • Tax for urban planning licenses.
  • Tax for the provision of sound measurement services and others.
  • Municipal cemetery tax.
  • Tax for the use and services of municipal markets.
  • Tax for the collection of abandoned domestic animals.
  • Taxi license tax.
  • Tax for administrative intervention services in the activity of citizens and companies.
  • Taxes for soundings and trenches and for the occupation of land with construction material.
  • Tax for the occupation of land with tables and chairs, and for vehicle parking.
  • Tax for the occupation of the subsoil, the ground and the airspace.
  • Special use tax for the civil celebration of marriages at the City Council.

The same percentage applies to the public prices for radio advertising, the Economic Dynamization Department, Ignova Tecnoespai, and the services and activities of the Cal Maco hostel and Visitor Center.

Further increases and wording changes

Other ordinances are also updated by 2.3% and, additionally, modify their content:

  • Tax for the removal of abandoned or improperly parked vehicles, with new concepts in the annex.
  • Tax for the use of sports facilities.
  • Tax for cultural, educational and social services.
  • Tax for stalls, shacks, sales booths, shows, attractions, street industries and cinematographic filming (article 6).
  • Tax for vehicle entry through sidewalks and public road reservations for loading and unloading, with a new section 5 in the rates annex.

IBI, ICIO, economic activities and waste

The fiscal package is not limited to taxes. The corporation is modifying the Real Estate Tax Ordinance (articles 4.2 and 5.1), which maintains bonuses such as the 95% for properties of public research and university teaching organizations and the 80% for buildings in 47 cadastral blocks of the old town and first expansions, in addition to discounts for large families, which reach 90% in the special category depending on income and cadastral value.

The modification of the Ordinance on the Tax on Constructions, Installations and Works (article 3.1) is also approved, with a tax rate of 3.99%, as well as articles 5.5 and 5.6 of the Ordinance on the Tax on Economic Activities, which establish bonuses of 50% for those starting a business activity and 50% for those increasing their permanent staff by at least ten workers—benefits that are incompatible with each other and must be requested during the first quarter of the year. Finally, the municipal waste management fee is adjusted to the needs of the service.

Without allegations and effective from January

The provisional agreements were published on August 25, 2026, in the Bulletin, on the notice board, on the electronic headquarters, and in the newspaper La Vanguardia. The thirty-day period, from August 26 to October 7, 2026, closed without claims, allegations, or suggestions, meaning the provisional agreement has become definitive without the need for a new pronouncement by the Plenary.

The impact is direct for all taxpayers alike: any urban planning procedure, burial, market stall, taxi license, terrace, or sound measurement will cost 2.3% more starting January 1, 2027, and the same will happen with most sports, cultural, and citizen service facilities.
