Igualada approves the 2027 budget of 75.5 million and 499 positions

Since October 19, the Igualada City Council has had the 2027 General Budget definitively approved, without any claims or objections filed during the public exhibition period. The Official Gazette of the Province of Barcelona publishes the announcement from the Intervention, Revenue, and Collection Service with the summary of figures by chapter and the annexes for the staff and list of job positions, under the reference CVE 202610152311.

The municipal Plenary had initially approved the budget on July 28, 2026, by simple majority. The file was open for public inspection for fifteen business days, from August 26 to September 16, 2026, following the publication of the corresponding announcement in the gazette on August 25, 2026 (CVE 202610129233). As no claims were filed, the approval has become definitive in accordance with article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries.

The announcement is signed by the mayor, Marc Castells i Berzosa, dated October 8, 2026, and was published on October 19, 2026. The document includes the summary by chapters for each entity, the execution bases, and annexes I (personnel staff) and II (list of job positions) for the City Council and the autonomous body for artistic education.

A budget of 75.5 million for the City Council

The budget of the Igualada City Council is balanced at 75,516,406.39 euros, both in income and expenditure. The main expenditure chapters are:

• Personnel expenses: 24,282,085.99 €
• Current goods and services expenses: 28,344,078.62 €
• Real investments: 10,553,704.10 €
• Current transfers: 6,058,687.04 €
• Financial liabilities: 4,826,852.62 €
• Financial expenses: 882,999.62 €
• Contingency fund: 347,348.39 €

Regarding income, the bulk comes from direct taxes (27,715,900.00 €), current transfers (23,905,920.61 €), and fees and other income (11,759,812.40 €). Additionally, capital transfers of 6,173,704.10 € and financial liabilities of 4,600,000.00 € are foreseen.

Dependent entities and attached consortia

The General Budget also integrates the forecast statements of the autonomous body, the attached consortia, the municipal commercial companies, and the public business entity:

• Municipal Autonomous Body of Artistic Education of Igualada: 4,027,393.61 €, with 3,587,598.01 € in personnel expenses
• Igualada Social and Health Consortium: 12,063,444.97 € in income and 12,054,350.55 € in expenses
• Igualada Municipal Parking Company, SL: 1,293,742.00 € in income and 1,293,393.00 € in expenses
• Igualada Municipal Housing Developer, SL: 611,615.39 € in income and 607,524.70 € in expenses
• Igualada en Acció (public business entity): 270,000.00 € in income and 263,953.02 € in expenses
• Management Consortium of the General Vives Aerodrome of Igualada-Òdena: 36,000.00 €
• Consortium for the management of local digital television in the Igualada district: 3,000.00 €

Staffing of 499 positions and 18.3 million wage bill

The staffing annex sets a total of 499 positions between the City Council and the autonomous body for artistic education:

• City Council: 424 positions (219 career civil servants, 4 temporary staff, 197 permanent contractual staff full-time and 4 part-time)
• Autonomous Body of Artistic Education: 75 positions (2 civil servants and 73 permanent contractual staff, 25 full-time and 48 part-time)

The announcement also makes public the wage bill for the contractual personnel of the municipal public sector for 2027, which rises to 18,345,894.38 euros, in compliance with article 103.bis.3 of the Law Regulating the Bases of Local Regime.

Deadlines for appeal

An administrative contentious appeal may be filed against the approval agreement within a period of two months before the administrative contentious Chamber of the High Court of Justice of Catalonia. Against the approval agreement of the list of job positions, which is final in the administrative route, a motion for reconsideration is provided before the body that issued it within a period of one month, or an administrative contentious appeal within two months before the administrative contentious Section of the Court of First Instance of Barcelona.

The closing of the 2027 budget arrives without citizen or political response during the claims phase, so the published document becomes the current expenditure framework for next year. The figures set the corporation’s priorities in personnel, current services, and real investment, and the staffing of 499 positions determines the personnel structure with which the City Council and the artistic education body will face the next financial year.
