IFAM licita el Plan Regulador Urbano de Acosta con fondos de MIDEPLAN

The Institute for Municipal Development and Advisory (IFAM) published public tender No. 2026FP-000012 for the preparation of the Urban Regulatory Plan for the Municipality of Acosta, a study that will be financed with resources from the Pre-investment Fund of the Ministry of Planning and Public Policy (MIDEPLAN). The call for bids appears in the Public Procurement — Tenders section of La Gaceta No. 211 of Friday, November 6, 2026, with the official reference IN202601137911, and sets the deadline for the receipt of bids for 2:30 p.m. on November 25, 2026.

A first stage focused on background information

The announcement, signed by IFAM’s Administrative Procurement Office through its supervisor Rodrigo Aguilar Solórzano, specifies that the procurement corresponds to the first stage of the tender, titled “Preliminary Background,” within the study “Professional services for the preparation of the Urban Regulatory Plan for the Municipality of Acosta.”

  • Object: preparation of the Urban Regulatory Plan for the canton of Acosta.
  • Financing: MIDEPLAN Pre-investment Fund.
  • Called stage: Preliminary Background (first stage of the tender).
  • Submission deadline: until 2:30 p.m. on November 25, 2026.
  • Submission channel: email contrataciones@ifam.go.cr.
  • Tender document consultation: IFAM website, under Transparency, Open Data, “Regulatory Plans” icon.

The document warns that the bidding terms for this first stage contain the legal, technical, and administrative specifications of the tender and are available to all interested parties on the IFAM institutional site. The notice is also signed by the executive president of the institution, José Miguel Jiménez Araya.

No inquiries or bids in physical format

The call is explicit regarding the channel: any inquiry or clarification must be sent digitally to the email contrataciones@ifam.go.cr, and no inquiry or bid will be received in physical format. With this, IFAM fully transfers the communication of the procedure to electronic means, in line with the use of digital platforms that the institution itself employs in its purchasing processes.

The publication is part of the Public Procurement tenders block that shares space that day with other notices from institutions and public companies, including market studies and procurement of technological services.

Scope for the canton

The urban regulatory plan is the instrument through which the municipality defines territorial planning and land use within its jurisdiction; hence, the competition is aligned with the technical cooperation and municipal advisory services that IFAM provides to local governments. Funding comes from MIDEPLAN’s Pre-investment Fund, an entity that supports the formulation of studies prior to the execution of public projects.

With a deadline of just over two weeks from the publication of the notice, interested parties must download the bidding documents, review the legal and technical conditions, and submit their offer exclusively through the enabled electronic channel. The competition stage is limited to the preliminary background, that is, the starting point of the process that will later shape the plan.
