Iberdrola obtiene autorización estatal para baterías de 27,64 MW en Azaila

The Ministry for the Ecological Transition and the Demographic Challenge has authorized Iberdrola Renovables Aragón, S.A.U. to construct a battery storage system with an installed capacity of 27.64 MW in the municipality of Azaila, in the province of Teruel. The decision was made by the General Directorate of Energy Policy and Mines, which grants prior administrative authorization and administrative construction authorization for the project named BESS Hibridación FV Teruel. The resolution, number 2026-2876, was published in the Official Gazette of the Province of Teruel on October 15, 2026 (no. 198), within the official bodies section.

A hybrid project on an existing solar plant

The promoter requested both authorizations on March 16, 2023, to hybridize the new storage system with the existing FV Teruel solar photovoltaic park, which has an installed capacity of 42.56 MW. The photovoltaic plant is definitively registered in the Administrative Registry of Electric Energy Production Facilities under the key RE-113341 and has access and connection permits to the distribution network at the SE Azaila 132 kV substation, owned by EDISTRIBUCIÓN Redes Digitales S.L. Unipersonal.

The file was initiated in the Industry and Energy Department of the Government Sub-delegation in Teruel and processed in accordance with articles 127 and 131 of Royal Decree 1955/2000, of December 1. The original plant has an environmental impact statement formulated by a resolution dated July 29, 2019, from the Aragonese Institute of Environmental Management (INAGA), corresponding to file TE-AT1265/17.

Technical characteristics of the battery system

According to the annex of the resolution, the main characteristics of the storage system are:

  • Technology: lithium-ion batteries.
  • Installed capacity, according to article 5 of Royal Decree 997/2025, of November 5: 27.64 MW.
  • System: 26 containers of the Nesp Series Type 768125288 model from the manufacturer NARADA, with 8 racks and 15 modules of 9.6 kW each.
  • Storage capacity: 59.904 MWh, with a duration of 2 hours.
  • Battery power: 29.952 MW.
  • Inverters: 13 INGETEAM units of the SUN STORAGE 3Power C Series C480 model, 2,126 kW each.
  • Transformers: one of 2,350 kW and six of 4,700 kW, with a total capacity of 30.55 MW.
  • Power stations: 7 Ingeteam Full Skid Power Station IEC units.
  • Generation access capacity: 38.125 MW.

The authorized evacuation infrastructure comprises two 30 kV medium-voltage underground circuits, an underground line of 43.89 meters to the FV Teruel 30/132 kV transformer substation, and the expansion of said substation, also located in Azaila. The remainder of the evacuation to the distribution network is not part of the scope of the file, as existing facilities are being utilized.

Processing, allegations, and conditions

The project was submitted for public consultation, with publication on May 31, 2024, in the Official State Gazette and on June 6, 2024, in the Official Gazette of the Province of Teruel. Allegations were received and answered by the promoter, and the Department of Industry and Energy issued a report on November 29, 2024.

Among the consulted bodies are the General Directorate of Energy and Mines of the Government of Aragon, the Territorial Planning Council of Aragon (COTA), the General Directorate of Territorial Development, Red Eléctrica de España (REE), E-Distribución Redes Digitales, S.L., the Provincial Urban Planning Council in Teruel, and the Provincial Service of Economy, Employment, and Industry of Teruel. The Provincial Service of Economy, Employment, and Industry (Mining Section) identified the affected mining right as P.I. Trinidad nº 6134, owned by Conrefag, S.L., on whose already contracted surface the battery module will be entirely located.

Deadlines and appeals

The authorization is granted without prejudice to the concessions and authorizations necessary regarding territorial planning and the environment. Against the resolution, which does not end the administrative route, an appeal for reversal may be filed before the holder of the Secretary of State for Energy within one month from the day following its notification.

The promoter may request, within a period not exceeding three months from obtaining the construction authorization, an extension of the deadline to meet the operation milestone provided for in Royal Decree-Law 23/2020, of June 23, in accordance with article 25 of Royal Decree-Law 7/2026, of March 20, provided that the maximum date to obtain the final operation authorization does not exceed December 31, 2030.

The resolution is signed by the Director General of Energy Policy and Mines, Manuel García Hernández.

The authorization consolidates the hybridization of storage with a solar plant already operational in Azaila, a formula that allows for the use of existing evacuation infrastructure and reinforces the management of renewable production in the province of Teruel. The project adds 27.64 MW of installed capacity to the Teruel energy map and opens a three-month window for the promoter to specify its commissioning schedule.
