I-DE somete a información pública una nueva línea eléctrica en Haro

The Department of Economy, Innovation, Business and Self-Employment of the Government of La Rioja has opened for public consultation the request for prior administrative authorization and administrative construction authorization for the ‘Ferial Arena’ transformation center and the associated 13.2 kV double underground line, in the municipality of Haro. The announcement is published in the Official Gazette of La Rioja no. 194, dated October 8, 2026, with official reference BOR-A-20261008-V–492 and file number AT/0025801. The installation is promoted by I-DE Redes Eléctricas Inteligentes, S.A.U. (CIF A95075578), for electrical distribution purposes.

The processing is based on Article 53 of Law 24/2013, of December 26, on the Electricity Sector, and Articles 125 and following of Royal Decree 1955/2000, of December 1, which regulates the activities of transmission, distribution, marketing, supply, and the authorization procedures for electrical energy installations.

The file is processed by the General Directorate of Business, Energy and Internationalization of the Government of La Rioja, through the Industry, Trade and Energy Transition Service. The announcement was signed in Logroño on September 24, 2026, by the general director, Amadeo Lázaro Fernández.

The transformation center and the new underground lines

The project involves the installation of a new transformation center named ‘Ferial Arena’, of the indoor type, in a prefabricated concrete surface building. Its main characteristics are:

  • Initial installed power of 250 kVA, with project forecasts for a maximum power of 630 kVA.
  • Automated 2L+1P cell scheme, planned for a future expansion up to 5 positions.
  • Double underground line at 13.2 kV from the distribution transformer substation (S.T.R.) Haro, named ‘Haro I’ and ‘Haro II’.
  • Total underground length of 1,736 meters, with conductor type HEPRZ1 12/20 kV 3x1x240 mm² Al+H16.
  • Adaptation of the reinforcement of existing support no. 6 of the 13.2 kV double-circuit overhead line ‘Haro I and Haro II’, with a Load Buster disconnector for the ‘Haro I’ circuit and a manual control network switching device (O.C.R.) for the ‘Haro II’ circuit.

The new routes link support no. 6 with the projected ‘Ferial Arena’ transformation center and with the ‘Orive’ and ‘S.Felices’ transformation centers, in addition to connecting with existing or pending manholes and line sections.

Dismantling of the existing overhead network

The project includes the dismantling of the existing transformation center on a concrete gantry (support no. 8) called ‘Frontón (Haro)’, of 100 kVA, as well as several sections of overhead and underground lines at 13.2 kV from the S.T.R. Haro:

  • In ‘Haro I’, between supports no. 6 (existing) and no. 8 (to be dismantled).
  • In ‘Haro I and Haro II’, between supports no. 6 and no. 7.
  • In ‘Haro II’, between supports no. 7 and no. 8, no. 8 and no. 9, no. 9 and no. 10, no. 7 and no. 12, and no. 9 and no. 14.
  • In ‘Haro I’, between support no. 7 and the manhole under processing (point ‘A’).
  • In ‘Haro II’, between support no. 12 and the existing manhole (point ‘B’), and between support no. 14 and the ‘Orive’ transformation center.
  • In ‘Haro II’, between the manhole to be expanded (point ‘C’) and the ‘S.Felices’ transformation center, and between support no. 10 and the existing manhole (point ‘D’).

The announcement further specifies that the project complies with the exceptions for the use of SF6 provided for in Article 13 of Regulation (EU) 2024/573 on fluorinated greenhouse gases.

Period for allegations and consultation of the file

The project may be examined at the Directorate General for Enterprise, Energy and Internationalization, through the Industry, Trade and Energy Transition Service, at Marqués de la Ensenada, 13-15, Logroño, and in electronic format on the website www.larioja.org, in the ‘Industry and Energy’ / ‘Energy’ section and, within this, in ‘Public information of files’.

Any claims deemed appropriate must be formulated within a period of thirty business days, counting from the day following the publication of the announcement in the Official Gazette of La Rioja, referring to file AT/0025801.

The publication directly affects the residents of Haro and the owners of lands and estates crossed by the layout, who are granted the opportunity to submit allegations before the Directorate General for Enterprise, Energy and Internationalization resolves the authorization. The file also orders the transition from the overhead network to underground in the urban environment and certifies compliance with European regulations on fluorinated gases, two elements with an impact on the landscape and the quality of the supply in the town.
