I-DE projects new 66 kV feeders to the Agoncillo substation

The Official Gazette of La Rioja number 211, dated Monday, November 2, 2026, opens the period for submissions regarding the project for new 66 kV feeders to the Agoncillo substation promoted by I-DE Redes Eléctricas Inteligentes, S.A.U. The Department of Economy, Innovation, Business and Self-Employment of the Government of La Rioja submits for public information the prior administrative authorization, the construction authorization, and the declaration of public utility of the installation, processed under file AT/2112103 (pages 18600 to 18602, reference 202610200125114).

Legal framework and object of the file

The announcement is based on articles 53, 54, and 55 of Law 24/2013, of December 26, on the Electricity Sector, and on articles 125, 140, 144 and following of Royal Decree 1955/2000, of December 1, which regulates the activities of transmission, distribution, marketing, supply, and the authorization procedures for electrical energy installations.

The action pursues two objectives declared by the promoter: the elimination of overhead spans over areas classified as urban land and the compaction of the STR ‘Agoncillo’ substation, the latter being the subject of another independent project. To execute the undergrounding of the overhead line, the necessary ducting for the laying of the new underground line will be constructed; the internal ducting of the substation is outside the scope of this file. The declared purpose of the installation is the distribution of electrical energy.

Three underground sections and 194 meters of conductor

The new 66 kV underground feeder starts from supports number 125, 26, and 27 and ends at the position of the ‘Agoncillo’ substation. Its technical characteristics are as follows:

• Total length: 194 meters, with conductor HEPRZ1 (AS) 36/66 kV 3x(1x630) mm² K Al+H155.
• First section: from support 125 of the double-circuit 66 kV overhead lines ‘Sequero-Sequero’ and ‘Sequero-Logroño’, with 48 meters (18 m of overhead-underground transition and 5 m of entry to the GIS position).
• Second section: from support 26 of the ‘Sequero-Sequero’ and ‘Sequero-Logroño’ lines, with 98 meters (18 m of transition and 5 m of entry to the GIS position).
• Third section: from support 27 of the single-circuit ‘Sequero-Logroño’ line, with 48 meters (18 m of transition and 5 m of entry to the GIS position).
• Additional laying of a new section of underground fiber optic cable from support 26 to the new GIS building.
• Dismantling of the provisional underground route between support 125 and the substation lintel, and of the ‘Sequero-Logroño’ line route between supports 27 and 26.

One affected property and flight and trench easements

The declaration of public utility implies the need for the occupation of assets or the acquisition of the affected rights and entails the urgent occupation thereof. Therefore, the petitioning company requests the imposition of an easement and the urgent occupation of the properties listed in Annex I, which in this case is reduced to a single plot:

• Owner: ISATIR-2011, S.L.; urban property, unbuilt land, with cadastral reference 9088501WM5998N0001UF, in the municipality of Agoncillo.
• Overhead line: support number 26, with 62.41 m² of occupation.
• Underground line: 20 meters of trench 1.2 meters wide, two manholes (type A1 and A2), 6.5 m² of permanent occupation and 4 m² of temporary occupation.
• Limitations: prohibition of constructing buildings and industrial installations, permanent or provisional, within the flight easement, and of planting trees that may reach the regulatory safety distance; in the trench, prohibition of planting and building within the conductor strip increased by the minimum distances.

The file may be examined at the General Directorate of Business, Energy and Internationalization, through the Industry, Trade and Energy Transition Service, at Marqués de la Ensenada, 13-15, Logroño, and in electronic format at www.larioja.org, in the public information section for files. Claims must be submitted within thirty business days starting from the day following the publication of the announcement, citing file AT/2112103.

Publicity and notifications

The act shall be notified to the petitioner and to the owners of the affected assets and rights, and shall also be published on the notice board of the municipality where the assets are located and in the provincial newspaper with the highest circulation. The list of owners is published without prejudice to any third party with a better right, who must prove their title by any means of evidence admitted by Law and appear in the proceedings. The announcement was signed in Logroño on October 15, 2026, by the Director General of Business, Energy and Internationalization, Amadeo Lázaro Fernández.

The processing directly affects the residents and owners in the vicinity of the Agoncillo substation, who have barely a month and a half, in business days, to make allegations regarding a project that consolidates the undergrounding of the 66 kV network on urban land in the municipality and which enables, if successful, the urgent occupation of the lands included in Annex I.
