Legal basis and context
Both groups are appointed under the same legal framework, on the recommendation of the head of the National Office for the Judiciary. The fixed-term appointments are made under sections 3(2) and 23(1) of Act CLXII of 2011, while the indefinite appointments additionally rely on section 24 of the same act. The decision is one of two presidential measures on the judiciary in the same issue, the companion decision 200/2026. (VIII. 24.) KE határozat providing for the dismissal of judges on grounds of resignation, retirement age and application for pension.
The appointments replenish the ranks of the Hungarian judiciary at the start of the new judicial year, filling both fixed and indefinite posts. By combining three-year terms with permanent appointments, the measure helps ensure continuity in the staffing of the courts from 1 September 2026.
