Huesca opens the land redistribution of APE 08-01 for public review

The Huesca City Council has declared the initial approval by tacit consent of the Land Readjustment Project for APE 08-01 of the General Urban Development Plan (PGOU) and its modifications, and is submitting it for public review for one month. The decision was adopted via Decree number 5668/2026, of September 24, 2026, by the Mayor of Huesca, Lorena Orduna Pons, and is published in the Official Gazette of the Province of Huesca number 204, of October 23, 2026 (reference BOPH-2026-204010).

The announcement, titled “Initial approval of the Land Readjustment Project of APE 08-01 of the Huesca PGOU,” is inserted in the Local Administration section, within the Urban Planning department of the Huesca City Council, and occupies pages 28 and 29 of the provincial gazette. The reference municipal file is 2443/2025 PRE.

The project accumulates four entries in the municipal registry: the initial document (14485/2024) and three subsequent modifications (36961/2024, 19649/2025, and 40764/2025). The initial approval is declared “by tacit consent” and is subject to the prescriptions contained in the technical-legal report of the Urban Planning Service, identified as “assessments,” and in the report of the General Secretariat.

One month to file objections and consult the file

Interested parties have a period of one month to present any objections or claims they deem appropriate, counting from the day following the publication of the announcement in the Official Gazette of the Province. The project and its annexed documentation may be examined:

• In person at the Municipal Urban Planning Service, Plaza de la Catedral 1, second floor, Monday to Friday from 09:00 to 14:00 hours.
• On the Notice Board of the electronic headquarters of the Huesca City Council.

The decree further orders the publication of the initial approval announcement in the Official Gazette of the Province and on the municipal notice board, and individual notification to the owners and other rights holders who are considered interested parties in the file.

Eight maps and registry annotation to be handled by the Compensation Board

The graphic documentation of the project, registered under number 40764/2025, consists of eight maps:

• Map 1: situation and location; relationship with the city.
• Map 2: delimitation and information of the APE.
• Map 3: information of the APE; map of contributed estates.
• Map 4: planning map.
• Map 5: classification map; resulting plots.
• Map 6: allocation map; resulting estates.
• Map 7: map of superimposed estates (contributed and resulting).
• Map 8: urbanization proposal.

In parallel, the decree urges the Compensation Board to make the marginal entry of the initiation of the reparceling procedure, in application of Article 5 of Royal Decree 1093/1997, and to justify it before the City Council within a maximum period of one month.

Mandatory consolidated text prior to final approval

The agreement requires the submission of a consolidated text that incorporates the modifications already made and addresses the prescriptions of the technical-legal report from the Urban Planning Service and the report from the General Secretariat during the public information period. Without such correction and submission, the final approval of the project cannot proceed.

The announcement was signed in Huesca on October 19, 2026, by the Mayor of Huesca, Lorena Orduna Pons.

The publication opens the decisive process for the owners of the sector, as it establishes the distribution of contributed and resulting estates and the participation quotas, and because it conditions final approval on the rectification of technical “assessments.” The public information month is the intended channel for the affected parties and the Compensation Board itself to correct the project before the City Council elevates it to final status.
