Huesca definitively approves the urbanization of the Harineras neighborhood

The Official Gazette of the Province of Huesca published on August 17, 2026 (No. 155) the final agreement of the Local Government Board for the adaptation of the Martínez de Velasco roundabout and paving complements within the scope of APR 19-02 Harineras. The decision was adopted in an extraordinary and urgent session on August 5, 2026, under Agreement 7/2026, and is part of the urban renewal of one of the most central areas of the Aragonese capital.

Protection of the Himalayan cedar

The main novelty of the modification is the comprehensive review of the roundabout design to minimize the impact on existing trees, with special emphasis on the Himalayan cedar. The technical report from the environment service (green infrastructure area) has required the preparation of specific documentation by experts to guarantee the viability of conserving this specimen and its root environment.

• Detailed plan on the final location of felling, transplants, and preserved specimens.

The Compensation Board will promote the execution of these measures following the prescriptions of the technical reports issued by the municipal urban planning and environment services on July 17, 2026.

Relocation of the Averly fountain

Another key point of the approval is the clarification regarding the future of the Antonio Averly fountain. Following a partially upheld appeal, it has been confirmed that the project does not propose its removal, but rather its relocation within the scope of the urbanization. Although the fountain currently does not have a cultural heritage protection regime, the city council has sought to ensure its preservation as an element recognizable to neighborhood residents.

Management of appeals and neighborhood participation

The Local Government Board agreement has also served to reject or partially uphold a total of seven appeals submitted by various entities and residents, including representatives of United Left and the Apudepa platform. Claims related to transparency, citizen participation, and the need for environmental assessment have been dismissed, ensuring that the legal principles have been complied with during the processing of the file.

Final approval implies that the Huesca City Council and the Compensation Board may proceed to the next phase, while the agreement is notified to all property owners in the affected area. This intervention marks a milestone in the search for a balance between urban development and the preservation of the city’s natural and cultural heritage.
