Huesca opens the collection of driveway access fees and luxury taxes for 2026
Por FactBox Admin

The Huesca City Council, through the municipal Tax Management department, opens this Friday, October 30, the voluntary payment period for the tax rolls regarding the fee for the use of public roads with vehicle entry or passes and the reservation of space for exclusive parking, as well as the municipal tax on luxury expenses, both for the year 2026. The period extends until December 30, 2026, both days included, according to the announcement published in the Official Gazette of the Province of Huesca (Boletín Oficial de la Provincia de Huesca) No. 208, dated Thursday, October 29, 2026 (official reference BOPH-2026-208008).
The two tax rolls were approved by Mayoral Decree No. 6298/2026, dated October 27, and the opening of the collection is communicated to taxpayers in application of Article 24 of Royal Decree 939/2005, of July 29, which approves the General Collection Regulations. The edict, number 4802, appears in the Local Administration section of the gazette, on page 12, and bears the signature of the delegated councilor for Finance, Ricardo Oliván Bellosta, dated October 27, 2026, in Huesca.
The call directly affects businesses with vehicle entry, holders of driveway permits (vados), and taxpayers of the luxury expense tax in the Huesca capital, who have this two-month ordinary window to pay their bills without a surcharge. The announcement reminds that the failure to receive the payment document at the home address does not release the obligation to pay nor cancel the corresponding surcharge.
Automatic charge from November 3
Bills that are direct-debited through various banking entities will be charged to the taxpayers’ accounts starting November 3, 2026. For the remaining taxpayers, the Huesca City Council will send the Payment Document for the bill being collected to their addresses via the Postal Service.
Four procedures to pay the bills
The municipal document details the enabled channels for payment:
- In the Virtual Office of the Huesca City Council (https://ovt.huesca.es), via credit card.
- In any office of IBERCAJA, BANTIERRA, CAIXABANK, BANCO DE SANTANDER, or BANCO DE SABADELL, by presenting the Payment Document.
- In the ATMs of those same entities, provided they have a barcode reader.
- In POST OFFICE (CORREOS) offices, paying the fee established by the entity itself.
Duplicates at the Municipal Treasury
Anyone who does not receive the Payment Document may obtain a duplicate at the Municipal Treasury, by requesting it via telephone at 974 29 21 04 or by requesting an appointment through the tools of the council’s electronic headquarters. The processing of the duplicate does not alter the payment calendar set in the edict.
Surcharges from December 31
On December 31, 2026, for taxpayers who have not made payment, the executive period will begin and an executive surcharge of 5% will accrue. Once the enforcement order (providencia de apremio) has been notified, a reduced enforcement surcharge of 10% will be required or, failing that, the ordinary enforcement surcharge of 20%, plus late payment interest and procedural costs.
The publication of this announcement marks the year-end fiscal calendar for businesses and vehicle access holders in Huesca, who have two months to regularize their receipts without additional cost. With the voluntary period closing on December 30, any payment made from the following day will automatically incorporate the surcharges provided for by the collection regulations.
