Huesa approves the fee for the issuance of administrative documents

The Huesa City Council (Jaén) has definitively approved the Fiscal Ordinance regulating the Fee for the issuance of administrative documents, which taxes the processing of copies, certifications, and cadastral certificates requested by residents. The decision, adopted by the municipal Plenary, is published in the Official Gazette of the Province of Jaén number 177, dated September 11, 2026, under reference 2026/4061.

Since no claims were filed during the public exhibition period, the provisional agreement adopted on March 26, 2026, was automatically elevated to definitive status, in accordance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The announcement is signed by the mayor-president, Isabel Martínez Moreno, dated August 19, 2026.

A free service that generated abuse

The ordinance’s statement of motives explains that the council had been providing all requested documents and file copies free of charge, a benefit that had recently been used abusively. Residents requested copies of documents from years prior for convenience, and people from other towns in the region came to Huesa to demand certifications and cadastral certificates because they were free, to the point where the municipality became “the cadastral office of the region.”

The text also emphasizes the workload these procedures entail: urban planning license files contain technical projects bound with plans that are difficult to copy, and others include personal data that require double the work to redact in accordance with data protection law.

Fees by document type

The ordinance sets the amounts that taxpayers—natural or legal persons who request, cause, or in whose interest the processing results—must pay before the request is processed:

• Copy of files: €50.00
• Copy of granted licenses: €25.00
• Extensions and/or rectification of licenses for reasons not attributable to the city council: €70.00
• External signs report: €5.00
• Cadastral certification: €10.00
• Rural or urban cadastral certificate: €3.00
• Cadastral map: €3.00 (A4 format) and €5.00 (A3 format)
• Duplicates of tax payments: €3.00
• Search and copy of individual documents in the municipal archive: €10.00

For maps reproduced outside municipal premises, the invoice amount plus the expenses generated by the activity shall be paid. Processing necessary to fulfill tax obligations, tax consultations, appeals against municipal resolutions, and services already taxed by another fee or public price are exempt.

Management and entry into force

Fees shall be paid in advance at collaborating entities using the payment document provided after the application. Documents received through other general registries will be admitted provisionally, but will not be processed without prior payment; the interested party will be required to pay the amounts within ten days, after which the application will be archived.

The ordinance will enter into force upon its full publication in the BOP de Jaén and will be applicable from the following day. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia based in Granada, within two months from the publication of the announcement.

The measure represents a significant change for the residents of Huesa, who until now obtained these documents free of charge, and seeks to rationalize the use of municipal services and prevent the city council from assuming the costs of procedures that are already paid for in the rest of the region.
