Huerto tenders the bar of the Arrabal Social Center for ten years

The Huerto City Council has opened the bidding process for the administrative concession for the private use of the premises designated as a bar-cafeteria at the Plaza Arrabal Social Center, with a ten-year term and a fixed annual fee of 500 euros. The call is published in the Official Gazette of the Province of Huesca number 203, dated this Thursday, October 22, 2026, with the official reference BOPH-2026-203012. The file was approved by Mayoral Resolution of October 15, 2026, signed by the mayor, José Ignacio Asín Callén.

Simultaneous public information and competitive bidding

The announcement simultaneously submits the project and the specifications to public information and calls for the bidding process under a competitive regime. The procedure is supported by Decree 347/2002, of November 19, of the Government of Aragon, which approves the Regulations on Assets, Activities, Services, and Works of Local Entities of Aragon, and by article 93.1 of Law 33/2003, of November 3, on the Heritage of Public Administrations.

Any interested party has twenty business days, counting from the day following publication, to examine the documentation and submit allegations, claims, or suggestions. Bids will not be opened until this period concludes and the allegations have been resolved; if their acceptance requires the specifications to be modified, the bidding process will be suspended and announced again.

The object: a premises on the ground floor of Plaza Arrabal

The concession applies to the part of the ground floor of the property designated as a bar, located at Plaza Arrabal, number 1, with cadastral reference 5165909YM3456N0001LP, for the operation of bar-cafeteria activities. The specifications clarify that the object does not include housing.

The economic and duration conditions are as follows:

• Ten-year term, structured in two five-year periods, with verification at the end of the fifth year according to the fifth clause of the specifications.
• Fixed annual fee of 500 euros, non-improvable, plus any legally applicable taxes.
• Utilities are the responsibility of the Huerto City Council.
• No guarantees are required; the successful bidder must take out a civil liability insurance policy, including premises liability, for 300,000 euros per claim.

Ten-point scale and personal interview

The award will be decided based on a plurality of criteria, with a maximum of ten points distributed as follows:

• Experience in bar management: 4 points.
• Personal interview: 3.5 points.
• Food waste prevention plan: 1 point.
• Experience in cultural and recreational activities: 0.5 points.
• Collaboration in festive events: 0.5 points.
• Management of the bar at the Municipal Hall or Pavilion of Huerto: 0.25 points.
• Management of the municipal swimming pools: 0.25 points.

Offers shall be submitted within twenty business days from the day following the publication, coinciding with the public information period, through the municipal electronic office or, for those not obliged to interact electronically, at the City Council Secretariat, from 9:00 to 14:00 hours on the final day. The personal interview and the opening of envelope “B”, the latter being a public act, will be held at the Huerto City Council on the dates and times to be announced on the electronic office once the allegations have been resolved.

A daily service for the municipality

The Social Center bar is the hospitality space linked to the primary public venue in Huerto; therefore, the concession conditions the hospitality activity of the municipality for the next decade. The scoring system prioritizes experience in bar management and involvement in local festive and cultural life, in addition to valuing the continuity of municipal services such as the pavilion and swimming pool bars, such that the successful bidder will assume a relevant role in the social agenda of the Monegros town.
