Huércal-Overa somete a alegaciones una macrogranja avícola de 38.000 broilers

The Huércal-Overa City Council has opened for public consultation, for a period of one month, the extraordinary action on rural land and the environmental classification of a poultry farm with 38,000 fattening spaces (broilers) in the Rambla Limpia area. The announcement, registered under number 2791/26, is published in the Official Gazette of the Province of Almería number 203, corresponding to Tuesday, October 20, 2026, on page 16. The project is promoted by Francisco Parra Valera.

The file is being processed through two simultaneous channels within the Council: Management Unit UG06.03, Building Control Services, under number 335/2026, for the action project; and Management Unit UG 11.01, under number 331/2026, for the environmental classification. The matter is identified as 2025/053420/003-125/00004.

Admission for processing and initiation of the procedure

The Local Government Board of the Huércal-Overa City Council, in an ordinary session on July 3, 2026, agreed to admit for processing the extraordinary action on rural land of the action project for the construction of the poultry farm. Previously, Resolution no. 772/2026, dated July 2, 2026, issued by the Delegated Department of Commerce, Economic Promotion, and Urban Planning, initiated the environmental classification procedure for the activity.

The projected installation is located on a property in the Rambla Limpia area, within the municipality of Huércal-Overa, with cadastral references 04053A060001220000XL and 04053A060001290000XD, and registry property number 37118. The declared purpose is a poultry farm intended for 38,000 fattening spaces.

One month deadline for allegations

The publication submits both procedures—the extraordinary action on rural land and the environmental classification—to joint public consultation for a period of one month, starting from the day following the appearance of the announcement in the Official Gazette of the Province of Almería. With the publication date as a reference, the exhibition period extends until November 20, 2026.

During that month, the documents from both files will be available on the Notice Board of the municipal electronic headquarters, www.huercal-overa.es, and the files will be available for inspection at the Area of Land Management, Urban Planning, and Buildings, during public office hours from 8:30 to 14:30. The technical documentation is also disseminated via a telemetric consultation link indicated in the announcement itself.

The document signed by the delegated councilwoman, Mónica Navarro Márquez, specifies that anyone who considers themselves affected may submit observations and allegations within that period. She adds that the agreement for admission for processing is a procedural act that does not exhaust the administrative route, therefore suggestions or allegations must be presented within the period indicated in the publication.

The announcement is based on Article 22.3 of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia (LISTA), and Article 32.2.b) of Decree 550/2022, of November 29, which approves the General Regulation of said law (RGLISTA). The joint public information process complies with Article 32.5 of the same regulation.

For the environmental part, Article 13 of Decree 297/1995, of December 19, which approves the Environmental Qualification Regulation, is also invoked. The announcement is dated in Huércal-Overa on October 9, 2026, and bears the signature of the councilwoman delegated by signature delegation on February 2, 2024.

Impact for the municipality

The processing opens the door for residents of Rambla Limpia and the rest of the municipal district, environmental groups, and agricultural sector organizations to present allegations regarding a facility with 38,000 fattening spaces, a scale that places the project among those with the largest poultry capacity subject to public exhibition in the region. The result of the public information period and the subsequent resolution of the environmental qualification will determine if the farm receives the green light and under what technical and environmental conditions.
