Hontoria de la Cantera and Cubillo del Campo tender 258 hectares of communal land

The plenums of the Hontoria de la Cantera City Council and the Cubillo del Campo City Council have approved the specifications of economic-administrative clauses that will govern the lease of six lots of communal rural estates, with a combined area of 258.4792 hectares. The contract will have a duration of ten years and a bidding price of 80.00 euros per hectare per year, which may be improved upwards. The official announcement is published in the Official Gazette of the Province of Burgos number 178, corresponding to Friday, September 18, 2026, under reference BOPBUR-2026-03964, within section III. Local Administration.

Approval by the two plenums and nature of the estates

The Hontoria de la Cantera City Council approved the specifications in a plenary session held on September 10, 2026, while the Cubillo del Campo City Council did the same in the session of September 11, 2026. The estates are the patrimonial property of both councils and are located within the jurisdiction of Cubillo del Campo, although they are communal in nature to both towns, which explains the joint processing of the file.

The awarding entity is, therefore, the combination of the two municipal plenums. The processing has been declared urgent, through an open procedure and by way of competition, and the file is governed by the provisions of articles 71 and 73 of Law 9/2017 on Public Sector Contracts.

Six lots and 258 hectares at stake

The object of the contract is divided into six lots of unequal surface area, the detailed composition of which appears in Annex III of the specifications:

• Lot 1: 48.4933 hectares.
• Lot 2: 40.3988 hectares.
• Lot 3: 46.7687 hectares.
• Lot 4: 50.4687 hectares.
• Lot 5: 34.1683 hectares.
• Lot 6: 38.1814 hectares.

Together they total 258.4792 hectares of rural area, a significant extension for the agricultural sector of the region. The composition of each lot is available to interested parties as an integral part of the specifications.

Starting price, guarantees, and updates

The bidding price is set at 80.00 euros per hectare per year, an amount that may be improved upwards by the bidders. The starting price will be updated starting from the fifth campaign at a cumulative rate of 2%.

Regarding the required guarantees:

• Provisional guarantee: 300.00 euros per lot.
• Definitive guarantee: one annual payment of the awarded lot.

The costs of publishing the announcement will be borne by the successful bidders.

Deadlines, submission, and opening of bids

Proposals may be submitted by persons with full legal capacity to act in accordance with articles 71 and 73 of Law 9/2017 who are not subject to any incompatibility or prohibition from contracting. Offers shall be delivered to the Secretariat of the Hontoria de la Cantera City Council on Mondays from 11:00 to 14:00 and Thursdays from 18:00 to 21:00, or to the Secretariat of the Cubillo del Campo City Council on Tuesdays from 10:30 to 14:00, within a period of fifteen calendar days starting from the day following the publication of the announcement in the Official Gazette of the Province of Burgos, that is, until October 3, 2026.

The opening of the offers will be held in a public act in the session hall of the Hontoria de la Cantera City Council at 11:00 on the first business Monday following the end of the period, October 5, 2026. The specifications can be consulted in both municipal secretariats and on the websites of the two city councils, with contact telephone numbers 947 406 847 and 947 406 842. The announcement was signed in Hontoria de la Cantera on September 14, 2026, by the mayor, Félix Vicario Lara.

The tender offers farmers and livestock breeders in the area the possibility of accessing nearly 260 hectares of pastures and communal lands through decade-long contracts, with a contained starting price and a moderate update starting from the fifth year. The urgent nature of the processing and the fifteen-calendar-day deadline reduce the room for maneuver for interested parties, who must gather the documentation and provisional guarantees of 300 euros for each lot they apply for before October 3.
