Hithium opens public information to manufacture batteries in Galar

The Government of Navarra has opened the public information process for the unified environmental authorization grant file for the stationary energy storage battery (BESS) manufacturing plant that Hithium Spain Innovation SA plans to build in Esquíroz, in the municipality of Galar. The announcement is published in the Official Gazette of Navarra number 187, dated September 21, 2026, with the official reference F2611851 and file code 0001-0056-2026-000011. Any natural or legal person has a period of twenty business days, counting from the date of publication, to examine the documentation and submit allegations.

The process is based on Article 16 of the implementing regulation of Foral Law 17/2020, of December 16, regulating Activities with Environmental Impact, approved by Foral Decree 26/2022, of March 30. The managing unit is the Circular Economy and Innovation Service, under the Department of Rural Development and Environment, and the start date of the file is September 1, 2026. The announcement was signed in Pamplona on September 1, 2026, by the director of the service, Francisco Javier Larrañeta Nido.

An industrial project in the Esquíroz industrial estate

The projected facility is dedicated to the manufacture of BESS stationary energy storage batteries, according to the published data sheet. The holder is Hithium Spain Innovation SA, with identification number NIMA 3110909316.

The project location data are as follows:

• Site: Industrial Estate 2, Plot 202, in Esquíroz.
• Municipality: Galar.
• UTM-ETRS89 coordinates, zone 30N: x 609,888.000 and y 4,735,740.000.
• Activity classified in Annex 1, Group 2.9, of Foral Law 17/2020, of December 16.

How and where to submit allegations

The file documentation remains available to the public for twenty business days at the offices of the Department of Rural Development and Environment, at González Tablas, 9, ground floor, Pamplona, during public office hours from 8:30 to 14:30. It can also be consulted at the internet address enabled for the department’s public information.

Allegations may be submitted through several channels:

• In person, at the Registration Offices of the Government of Navarra.
• Electronically, through the General Electronic Registry available on the Navarra Portal.
• By other means provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The body from which information may be requested and to which allegations are submitted is the Authorizations Office, with email autprema@navarra.es and telephones 848426254 and 848427587.

Environmental classification and applicable regulations

The case file specifies that the center is not included within the scope of Directive 2010/75/EU of 24 November on industrial emissions, nor within that of Royal Legislative Decree 1/2016 of 16 December, which approves the revised text of the Law on integrated pollution prevention and control. It is also not covered by Law 21/2013 of 9 December on environmental assessment.

The unified environmental authorization is the instrument that concentrates, in a single procedure, the environmental pronouncements required for activities with an environmental impact in Navarra, such that its processing conditions the startup of the factory.

The announcement is published in section 1.7, Others, of the Official Gazette of Navarra number 187, corresponding to Monday, September 21, 2026, on page 33872. In the same issue, another environmental case is submitted for public information, in this case regarding a substantial modification promoted by Eggnovo SL in Villatuerta.

The opening of this process brings the debate over a stationary battery industrial project to the Pamplona region: the residents of Galar and Esquíroz, the surrounding town halls, and the local industrial fabric now have twenty business days to comment on the environmental, urban planning, and activity aspects of a facility intended to occupy land in industrial estate 2. Those who do not submit allegations within the deadline will lose the opportunity to influence the conditions finally imposed by the authorization.
