Hiru planta fotovoltaiko jendaurrean jarri ditu Arabako Industria Ordezkaritzak Alegría-Dulantzin

The Álava Territorial Representation of Industry, Energy Transition and Sustainability has made public the administrative authorizations and environmental impact statements for the Arrazua Solar, Araba FV, and Gasteiz Solar photovoltaic solar plants, in the municipality of Alegría-Dulantz (Álava), together with their associated infrastructure. The decision was issued by territorial representative Javier Aizpuru Ochoa de Eribe via a notification dated October 21, 2026, and was published in issue number 211 of the Official Gazette of the Basque Country on November 4, 2026. The three files—01-GE-Y-2025-00024, 01-GE-Y-2025-00025, and 01-GE-Y-2025-00028—are being processed together with a single environmental study, and citizens and interested parties have a period of 30 business days to submit allegations.

The notification cites Article 10 of Decree 48/2020 (of March 31, which regulates the authorization procedures for installations to produce, transport, and distribute electrical energy) and Article 53.1 of Law 24/2013 (of December 26, on the Electricity Sector) as its basis. In the environmental field, it acts in accordance with Law 21/2013 (of December 9, on environmental assessment) and Law 10/2021 (of December 9, on the Environmental Administration of the Basque Country), and the environmental impact study is processed along with the public information of the projects, following Article 36 of the environmental assessment law.

The authorization competence belongs to the Territorial Representation of the Industrial Administration of Álava. Thus, the three projects combine three authorizations of the same nature: the prior administrative authorization, the administrative construction authorization, and the environmental impact statement. The objective of all projects is to generate electrical energy, and the area of influence is the municipality of Alegría-Dulantz.

The three projects in figures

The promoters and projects are as follows, according to the data contained in the official gazette:

  • Arrazua Solar: the promoter is El Pedregal Solar, S.L.U., and the file is 01-GE-Y-2025-00024. The plant consists of 9,044 modules (each 745 Wp) and 16 inverters of 300 kW, with a total power of 4.8 MW. It has two transformation centers, with a 3,000 kVA transformer, and covers an area of 8.8 hectares. Budget, excluding VAT: 2,936,771.23 euros for the plant and 321,375.87 euros for the line.
  • Araba FV: the promoter is Dominion Renewable 5, S.L.U., and the file is 01-GE-Y-2025-00025. It has 8,512 modules (745 Wp) and 16 inverters of 300 kW, with a total power of 4.8 MW, and two transformation centers with a 3,000 kVA transformer. Budget, excluding VAT: 2,944,476.64 euros for the plant and 342,551.05 euros for the line.
  • Gasteiz Solar: the promoter is Cerro Bayo Renewable Energy, S.L.U., and the file is 01-GE-Y-2025-00028. It has 8,148 modules (745 Wp) and 16 inverters of 300 kW, with a total power of 4.8 MW. Budget, excluding VAT: 2,744,769.07 euros.

The three plants have the same nominal power of 4.8 MW, and, together, 25,704 modules and 48 inverters would be installed. The sum of the published budgets amounts to approximately 9.29 million euros, excluding VAT.

Shared infrastructure and evacuation points

The projects share common electrical lines and centers, which is one of the main reasons for the unified processing:

  • Arrazua Solar: an underground evacuation line, from the transformation centers to the CS Compañía center, crossing CS Arrazua Solar and CS Particular. Approximate length: 3,859.2 meters. The evacuation point is the Gamarra-Alsasua II line, 30 kV.
  • Araba FV: an underground LSAT line from the transformation centers to the CS Compañía center, crossing CS Araba FV, CS Gasteiz Solar, and CS Particular. Length: approximately 3,772 meters. Araba FV and Gasteiz Solar are using that section of the line together, and they share a trench, in part, with the Arrazua Solar project as well. The evacuation point is the Gamarra-Alsasua I line, 30 kV.
  • Gasteiz Solar: an underground line from the transformation center to the CS Gasteiz Solar center, approximately 1,980 meters. The evacuation point is also the Gamarra-Alsasua I line.
  • Surface impact: 8.8 hectares in the Arrazua Solar project; 10.7 hectares for the Araba FV and Gasteiz Solar projects combined; and an additional 3.72 hectares on the northern surface of the Gasteiz Solar project.

How to submit allegations

The documentation can be consulted in two places: at the Territorial Representation of the Industrial Administration of Álava, at number 2 Samaniego Street in Vitoria-Gasteiz, and on the Basque Government website, in the public information area for projects under the Energy and Mines/Energy section. The period is counted from the day following the publication of the notice and is valid for 30 days.

Allegations must be submitted in writing through the channels indicated in the official document. Since the process is not only the public information of the projects and the environmental impact study, but also the analysis of the infrastructure shared between the three projects, citizens will be able to evaluate the impact of the trenches and evacuation lines as a whole.

Why it is important

These three plants promoted in Alegría-Dulantzin are part of the expansion of renewable energy in the plains of Álava, and analyzing the three files together demonstrates that shared infrastructure is gaining more weight in permit files. The published figures show that each project has a power of nearly 5 MW and the total investment exceeds 9 million euros; therefore, the environmental impact statement is a fundamental moment for making the decision regarding the use of municipal land and the impact on landscapes.
