Education has called 55 permanent positions in cooking and cleaning

The Department of Education has called for 55 permanent positions in the cooking and cleaning categories, within the Public Employment Offers (OPE) of 2023, 2024, and 2025. The call is made by the Order of July 21, 2026, signed by the Minister of Education, María Begoña Pedrosa Lobato, and was published in the Official Gazette of the Basque Country (BOPV) number 166 on September 1, 2026, with reference 2026/3750.
The call complies with article 12.5 of the XII Collective Agreement for Labor Staff of the Department of Education, which requires that positions held by temporary workers for three consecutive school years be called through OPEs. The objective of the process is to maintain the temporality rate below 5%, according to Law 11/2022, of December 1, on Basque Public Employment.
Called positions and distribution
A total of 55 positions are being called, divided into two categories, all full-time and through the concurso-oposición (competitive examination and merit) system:
- Cook: 25 positions (23 free and 2 reserved for disability).
- Cleaning worker: 30 positions (28 free and 2 reserved for disability).
The disability reserve positions represent 7% of the total called, and if they remain vacant, they will be added to the general access modality. Likewise, the number of positions may be increased by up to 10% if there are vacant positions.
Applications and deadlines
Applications may be submitted from September 21 to October 19, 2026, exclusively via electronic means, through the Public Employment Portal (euskadi.eus/empleo-publico). The participation fee is 8.18 euros, and payment can be made via Bizum, bank card, or electronic banking.
- Each participant must submit one application for each process and has the option to be selected in both categories.
- The opposition phase will not begin before December 2026; the date and location will be specified in the list of definitively admitted candidates.
- The final score consists of 55% from the opposition phase and 45% from the concurso (merit) phase.
Selection process
The opposition phase consists of a test of 20 questions, in two parts: 10 theoretical questions and 10 theoretical-practical questions, according to the syllabus for each category. A minimum of 10 points (out of 20) must be obtained, and 3 questions must be answered correctly in each exercise. In the concurso phase, merits are valued, for a maximum of 20 points.
The tribunal will consist of five members, and the Basque Institute of Public Administration will appoint the president on behalf of the University of the Basque Country. In categories where women’s representation is below 40%, priority will be given to women under conditions of equality.
The call provides that the number of positions may be reduced if there are final court rulings approving requests for permanence throughout the process. In this way, the Department of Education guarantees that court decisions will be properly fulfilled.
This call offers a significant opportunity for temporary workers in the culinary and cleaning sectors, opening a path to reduce long-term temporality and achieve permanent employment. The application period will be open from September 21 to October 19.
