The Department of Education has authorized the opening and start-up of the public music school named Musikaia in Lekeitio (Bizkaia), starting from September 1, 2026, with the Lekeitio City Council as the center’s owner. The authorization is contained in the Order of September 1, 2026, by the Minister of Education, María Begoña Pedrosa Lobato, and was published on September 30, 2026, in the Official Gazette of the Basque Country, issue number 187, with official reference 2026/4050. The same gazette announced that the authorization for the Musikaia private music school has been revoked due to the cessation of activity.

Regulations and Processing

The new school has been approved under the regulations of Decree 64/2024, of May 21, on music and dance schools of the Autonomous Community of the Basque Country, taking into account, among others, Organic Law 8/1985, of July 3, Organic Law 2/2006, of May 3, and Law 17/2023, of December 21, on Education of the Autonomous Community of the Basque Country. The request was submitted by the Lekeitio City Council, and authorization was granted after the file was processed according to the regulated procedure and reports were issued by the competent bodies.

According to the Order, the center is registered from that moment onwards in the Registry of Non-University Teaching Centers of the Department of Education, and the registration data are as follows:

  • Codes: 016003 (CAPV) and 48020264 (universal).
  • Generic designation: Public Music School (EMPU).
  • Specific designation: «Musikaia».
  • Owner: Lekeitio City Council.
  • Address: Eliz-Atea Kalea, 10, Lekeitio.
  • Historical territory: Bizkaia.

Educational Offer: Four Levels and Various Specialties

The authorized teaching is organized into four levels and includes a wide range of specialties:

  • Levels: 1, 2, 3, and 4.
  • Level 1 specialty: music workshop.
  • Level 2, 3, and 4 specialties:
    • Bowed string instruments: violin.
    • Woodwind instruments: clarinet, flute, and saxophone.
    • Brass instruments: trumpet.
    • Keyboard instruments: piano and accordion.
    • Plucked string instruments: electric guitar.
    • Percussion instruments: drums.
    • Traditional Basque instruments: trikitixa, tambourine, txistu, and txalaparta.
    • Singing specialty: singing and choral singing.

Obligations of the Owner

The second point of the Order obliges the Lekeitio City Council, as the owner of the center, to comply with current regulations regarding the number of school positions, equipment, as well as the academic qualifications and language profile of the teachers. Should any change to the registration data be necessary, the owner must request a modification of the authorization through their legal representative; otherwise, the granted authorization would be invalidated.

Furthermore, the center must comply with the Código Técnico de la Edificación (Technical Building Code), approved by Real Decreto 314/2006, de 17 de marzo, as well as the hygienic, sanitary, acoustic, habitability, security, and accessibility conditions established in current legislation. The responsibility for non-compliance with these conditions lies with the owner of the center. The Order further clarifies that this authorization does not entitle the center to any subsidies.

Closure of the private music school

The Order of September 4, 2026 (reference 2026/4051), published in the same gazette, has revoked the authorization of the Musikaia private music school due to the cessation of activity, effective from September 1, 2026. That center was owned by the Asociación Musikaia Musika Elkartea association, with codes 015926 (CAPV) and 48019811 (universal), and was located at the same address: Eliz-Atea kalea, 10, Lekeitio. With this decision, the center has been removed from the Registry of Non-University Teacher Centers of the Department of Education.

Appeals

Appeals against both orders may be filed:

  • Optional appeal for reversal, before the Minister of Education, within one month, counting from the day following its publication in the gazette.
  • Contentious-administrative appeal, before the High Court of Justice of the Basque Autonomous Community, within two months, counting from the day following its publication.

The start of the public music school opens a new stage of official music education in Lekeitio: the town’s traditional music instruments and academic teaching are gathered in a single public center, owned by the city council and registered with the Department of Education. At the same time, the closure of the private school shows that the transition took place with the same owner and at the same address, and therefore, citizens will continue their music studies through the public offering.
