The Department of Education has called for free exams in 2027 to directly obtain the titles of Técnica or Técnico and Técnica Superior or Técnico Superior, including an exit route for students who have exhausted the calls in the previous regime. The call was approved by the Resolution of October 13, 2026, signed by the Director of Planning and Organization, Nicolás Sagarzazu Alzu, and was published in issue number 212 of the Official Gazette of the Basque Country on November 5, 2026, with official reference 2026/4677. Pre-registration will take place from February 23 to March 2, 2027, and the exams will be in June.

The Resolution is based on article 69.4 of Organic Law 2/2006 (of May 3, on Education), and articles 140.c and 141 of Royal Decree 659/2023, which establish that administrations must call these exams at least once a year and must specify the modules, the registration period, and the public centers where the exams will be held. To specify the context, Decree 14/2016 and its implementing regulations set limits on the calls that can be made under the previous regime; as a result, there are students who have already started their studies but could not continue because they exhausted the maximum number of calls.

Two paths to obtain the title: LOGSE cycles and current LOE cycles

The call distinguishes between two groups. On one hand, there are the exams for cycles under the protection of Organic Law 1/1990 (LOGSE), and regarding these, the following have been called:

Those being offered in the previous modality in the 2026-2027 academic year: Cuidados Auxiliares de Enfermería (Health professional family) and Dietética (Health).
Those in the phase-out stage: Prevención de Riesgos Profesionales (Installation and Maintenance professional family) is in the final phase; there is no LOGSE cycle in the initial phase.

On the other hand, there are the exams for titles under the protection of Organic Law 2/2006 (LOE), provided they are cycles within the entire previous offering of public centers in the Basque Autonomous Community for the 2026-2027 academic year. Since we are in the implementation period of Royal Decree 659/2023, the curriculum of the exams will be according to the plans prior to that implementation.

18 and 20 years old and at least 500 hours completed

The conditions for participation do not accept exceptions:

Must be 18 years old by December 31, 2027, for the Técnico degree, and 20 years old (or 19 for those holding the Técnico degree) for the Técnico Superior degree.
Must have at least 500 passed or validatable module hours, except in the Cuidados Auxiliares de Enfermería cycle, where the threshold is 350 hours.
Pre-registration is allowed for a maximum of four modules, which cannot exceed 800 hours; the Project module and On-the-Job Training are not included in these totals.
Each person may pre-register for only one cycle, and according to Royal Decree 1085/2020, no validation may be requested.

Scoring: priority for those who have exhausted calls

Requests will be scored according to historical territory, cycle, and language of study, and the priority balance will be as follows:

Those who have participated in calls for the Evaluation and Accreditation procedure, having obtained at least one qualification.
Those who have studied the cycle under the Partial Offer modality.
Those who have exhausted the calls, specifically the students mentioned in the resolutions.
Those who were pre-registered but did not pass the modules.
Those holding a Professional Certificate or a Grade C degree.
Other persons registered in the Basque Autonomous Community.

Ties will be resolved by a random number between 1 and 99,999. Persons meeting all conditions may pre-register at the learning center or at the secretariats of public centers.

Calendar from February to June

The resolution specifies the full calendar, and the centers will determine the exact date of the exams:

Pre-registration: February 23 to March 2, 2027.
Provisional assignment lists: April 6, 2027.
Claims: until April 13, 2027.
Final lists prior to payment: April 20, 2027.
Payment of the public price: until April 27, 2027.
Final lists of registered persons: May 11, 2027.
Tests: June 2027.

18 euro price and exemptions

The price of the tests is 18 euros per cycle, according to Article 5 of the Order of July 10, 2013. In some cases, no payment will be required: special members of large families, victims of gender-based violence and their children under 25, and those included in Article 25 of Decree 290/2010 regarding victims of terrorism. Ordinary members of large families will have a 50% discount.

The resolution was published in the Boletín Oficial del País Vasco and entered into force the following day. The calls provide a formal path for students who have exhausted calls in the face-to-face regime, and therefore open a real opportunity to obtain the degree for those needing to enter the labor market or continue their training.
