Hervás definitively approves its municipal flood risk plan
Por FactBox Admin

The Plenary of the Hervás City Council definitively approved the Municipal Action Plan against Flood Risk (PAMIN) for the municipal district in an extraordinary and urgent session held on October 14, 2026, with six votes in favor and three against. The agreement, which concludes the administrative process, is published in the Official Gazette of the Province of Cáceres on October 19, 2026, in Section I of Local Administration, with the official reference BOP-2026-4872. The resolution further orders the registration of the plan in the regional registry of civil protection plans and the submission of the documentation to the Junta de Extremadura.
The file, processed under number 1192/2026, was resolved following the report of the City Council’s Permanent Information Commission. The vote was ordinary and by simple majority: six votes in favor, three against, no abstentions, and no absences, according to the Plenary certificate attached to the announcement.
The PAMIN is the municipal planning and response instrument for flood risk in the district of Hervás, and its definitive approval closes the local processing of the document and begins the phase of integration into the regional civil protection system.
Six agreements to close the processing
The plenary agreement is structured into six points approved jointly:
- Approve the PAMIN of the municipal district of Hervás in the terms of the definitive document incorporated into the file.
- Promote the registration of the plan in the Regional Registry of Civil Protection Plans, in accordance with applicable regulations.
- Arrange for the publication of the approval agreement in the Official Gazette of the Province of Cáceres.
- Send the certification of the plenary agreement, the announcement of publication in the provincial gazette, and a copy of the plan signed by the Mayor’s Office to the General Secretariat of the Interior, Emergencies, and Civil Protection of the Junta de Extremadura.
- Proceed with the implementation of the plan through the actions provided for in the document itself.
- Empower the Mayor’s Office to execute the agreement and for the implementation and updating of the PAMIN.
Training, public information, and simulation
The implementation of the plan will be carried out within the framework of the RAT_EOS_PC project and includes three lines of action expressly included in the agreement: the training of municipal officials, providing information to the population, and conducting the corresponding exercise or simulation.
The document was signed by the Mayor-President, Gloria de los Santos Vizcaíno Martín, in Hervás on October 16, 2026, and certified by the Secretary of the Plenary, María Dolores Muñoz Vegas. The City Council is headquartered at González Fiori Square, number 6, in the town.
Two months to appeal
An administrative appeal may be filed against the agreement, which exhausts the administrative route, before the competent jurisdictional body within a period of two months starting from the day following the publication of the announcement in the provincial bulletin. The announcement invokes articles 8, 10, and 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction, and leaves open the possibility of exercising any other appeal deemed appropriate.
The final approval of the PAMIN directly affects the safety of the residents of Hervás, who will have a certified municipal action protocol for floods, and the land-use planning in flood-prone areas, by integrating the risk into local planning. With the publication in the provincial bulletin, the City Council fulfills the required publicity procedure and opens the way for the Junta de Extremadura to register the plan and incorporate it into the regional civil protection system.
