Herrera appoints Jurado Cejudo as the mayor's personal secretary

The Herrera City Council (Seville) has appointed Mª Teresa Jurado Cejudo as temporary trusted personnel to hold the position of Personal Secretary to the Mayor, replacing Rocío Mejías Jurado, who is currently on maternity leave. The appointment, effective from August 18, 2026, is formalized through Decree No. 722/2026, issued on August 17, and published in the Official Gazette of the Province of Seville number 162, dated August 21, 2026 (official reference BOP-SE-2026-162010).
The resolution is signed by Alejandro Suárez Pérez, first deputy mayor and acting mayor, who acts by virtue of the Mayoral powers for the appointment of temporary personnel.
Regulatory Framework and Background
The appointment is based on Art. 12 of Law 7/2007, of April 12, of the Basic Statute of Local Employees, and Art. 176 of Royal Legislative Decree 781/1986, of April 18, which approves the Revised Text of the legal provisions in force regarding the Local Regime.
The new appointment temporarily replaces Rocío Mejías Jurado, who had been appointed via Decree 689/2023, of September 7, 2023, effective from September 11, 2023, and who has been on maternity leave since July 18, 2026. Both appointments comply with the qualification requirements stipulated in the Plenary Agreement of February 20, 2023, which approved the City Council’s Personnel Staffing and the 2023 Municipal Budget.
Position Conditions
The position of Personal Secretary to the Mayor is configured as temporary trusted personnel and/or special advisory staff for the Mayor’s Office, with the following characteristics:
- Annual gross remuneration of €25,198.54, distributed in 14 payments.
- Exclusive dedication regime.
- Performance in this position does not constitute merit for access to the public service or for internal promotion.
- The appointed person may be dismissed or separated freely by the Mayor’s Office at any time during the mandate of the current Corporation.
- Dismissal occurs automatically upon the expiration or termination of the mandate of the authority to whom they provide their trusted function.
Processing and Publicity
The decree orders the notification of the appointment to the Funds Audit Office, the Municipal Treasury, the interested party for the assumption of office, and the Personnel Department. Likewise, it provides for its publication in the Official Gazette of the Province, on the Electronic Notice Board, and on the Municipal Transparency Portal, and to report the resolution to the Plenary in the first session it holds.
The publication of these types of appointments in the official bulletin and on the transparency portal reinforces citizen oversight of the trusted personnel of local corporations, an area that has traditionally been opaque. Knowing the identity, remuneration, and conditions of these positions allows the residents of Herrera to monitor municipal spending and the composition of the Mayor’s trusted team during the current term.
