Herrera initially approves the detailed study of block MI5

The City Council of Herrera (Seville) has initially approved the Detail Study for the area of Block MI5 and Endowment Plot S.I.P.S.-S of Execution Unit 2 of Sector PP4I-B of the local PGOU (General Urban Development Plan), through Resolution 734/2026, issued on August 25. The agreement, signed by the first deputy mayor and acting mayor, Mr. Alejandro Suárez Pérez, is published in the Official Gazette of the Province of Seville number 168, dated August 31, 2026 (official reference BOP-SE-2026-168014).

The document is subject to a public information period of twenty business days, starting from the day following its publication in the provincial gazette, during which any person may examine it and submit allegations.

Purpose of the detail study

The Detail Study was drafted by the Municipal Technical Services, with the municipal architect Ms. Irene Mendoza García as the author of the Information and Planning Report, which includes an executive summary and cartography. Its purpose is to adjust certain determinations of the detailed urban planning in the area of block MI5 and the endowment plot (SIPS-Social) of execution unit 2 of Partial Plan PP4I-B.

The objective is to improve the functionality of the area without altering its surface area, nor affecting the capacity for use and development of the adjacent plots, in accordance with the current urban planning. It is justified as a complementary planning instrument, legally appropriate for the stated purposes.

The processing is supported by the technical report of July 16, 2026, issued by the municipal architect, which concludes that the action complies with the requirements of the LISTA (Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia) and its General Regulation, as well as the detailed planning conditions of the current planning. The legal report of August 25, 2026, from the Acting General Secretary is also included.

The competence for initial approval corresponds to the holder of the Mayor’s office, pursuant to article 21.1.j) of the LBRL (Law 7/1985, of April 2), while the final approval will correspond to the Plenary of the Corporation, according to article 22.2.c) of the same regulation. The municipal competency basis is based on article 75.1 of the LISTA.

Planned procedures and consultations

The resolution contemplates several additional steps during the processing:

  • Submit the study for public review for twenty business days, via an announcement in the BOP of Seville, the Electronic Notice Board, and the Municipal Transparency Portal.
  • Request the mandatory sectoral reports from the administrations with affected competencies, although the technical report considers that, due to its nature and scope, it is not deemed necessary to notify other bodies.
  • Submit an inquiry to the supply companies regarding the infrastructures and technical services to be executed as part of the action.
  • Notify the resolution to those listed in the Cadastre and the Property Registry as owners of land within the area.

If no objections are presented after the public review period has elapsed, the document will be submitted for final approval, if applicable. The complete file, including its executive summary, is available on the electronic office of the Herrera City Council.
