Hellín-Cieza: a 20 kV power line for public information

The Industry and Energy Area of the Government Delegation in Murcia has submitted for public information the request for the Environmental Impact Statement, Prior Administrative Authorization, and Administrative Construction Authorization for the 20 kV overhead power line project that will connect the municipal districts of Hellín (Albacete) and Cieza (Murcia). The announcement, with reference A-110926-4350, is published in the Official Gazette of the Region of Murcia number 210, dated September 11, 2026, in section II of the General State Administration.

The action, promoted by I-DE Redes Eléctricas Inteligentes S.A.U., with registered offices at calle Calderón de la Barca 16 in Alicante, aims to close the Line 18 Nava Campana of the Hellín 3602 substation with Line 02 Venta Olivo of the CH Almadenes 3710 substation. The file is processed under reference 2024-008.

Legal framework and competent bodies

The procedure is carried out under article 53.1 of Law 24/2013, of December 26, on the Electricity Sector, article 36 of Law 21/2013, of December 9, on Environmental Assessment, and articles 124 and 125 of Royal Decree 1955/2000, of December 1, which regulates electricity transport, distribution, and supply activities.

Substantive body: the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge, which will resolve the prior and construction administrative authorizations.
Environmental body: the General Directorate of Environmental Quality and Impact of the same ministry, responsible for issuing the Environmental Impact Statement.
Processing body: the Industry and Energy Area of the Government Delegation in Murcia, at Plaza Balsas 1, 30001 Murcia.

Technical characteristics of the project

The projected installation is a single-circuit medium voltage overhead line, with metal lattice and sheet steel supports, starting from existing support no. 28608 of line 18 Nava Campana and ending at projected support no. 44, between supports no. 801761 and no. 801762 of line 02 Venta Olivo.

Approximate total length: 6,118 meters.
Section in Hellín (Albacete): 2,426 meters.
Section in Cieza (Murcia): 3,692 meters.
Nominal voltage: 20 kV.
Material execution budget: €176,095.40 (€75,626.93 in Albacete and €100,468.47 in Murcia).

Period for allegations and consultation

The project may be examined by any interested party for a period of thirty days starting from the day following the publication of the announcement, upon prior request for an appointment at industria-dg.murcia@correo.gob.es, Monday to Friday from 9:00 to 14:00 hours. The documentation can also be downloaded from the website of the Government Delegation in Murcia.

During that period, allegations may be submitted in writing at the General Registry of the Government Delegation in Murcia, in the forms provided for in Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure, or through the Electronic Registry of the General State Administration. The announcement is signed by the director of the Industry and Energy Area, Francisco José Galera Morcillo, in Murcia, on July 27, 2026.

Relevance for the area

The declared purpose of the project is to improve the meshing of the electricity distribution network and, thereby, the guarantee and security of the electricity supply in the region. The closing of the lines between the Hellín and Almadenes substations will provide the network with greater redundancy, reducing the risk of outages and reinforcing the quality of service for the affected municipalities; therefore, citizen participation in this process is key to assessing both its environmental impact and its territorial fit.
