Helechosa de los Montes aprueba un presupuesto de 1.655.600 euros para 2027

The City Council of Helechosa de los Montes has definitively approved the municipal budget for the 2027 fiscal year, comprising the general budget, the execution bases, and the staff list of civil service and contractual personnel. The agreement is published via announcement 4308/2026 in the Official Gazette of the Province of Badajoz number 209, dated Friday, October 30, 2026, in the Local Administration section.

The accounts are balanced at 1,655,600.00 euros, both in the statement of income and expenses, and are approved under Article 169 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20.

The path to definitive approval

The process began on October 1, 2026, when the City Council Plenary, in an ordinary session, initially approved the general budget, the execution bases, and the staff list of civil service, contractual, and temporary personnel for 2027. That agreement was published in the Official Gazette of the Province of Badajoz number 190, dated Monday, October 5, 2026, opening a fifteen-day period of public exhibition for claims and allegations.

Once that procedure was completed without any recorded claims, the budget was elevated to definitive status, as provided for in the plenary agreement itself. The definitive announcement bears the signature of the Mayor-President, Daniel García Vicente.

Income: dependence on transfers

The projected income structure for 2027 is distributed by chapters as follows:

  • Direct taxes: 492,600.00 euros.
  • Current transfers: 695,000.00 euros, the primary source of funding.
  • Capital transfers: 315,000.00 euros.
  • Indirect taxes: 78,000.00 euros.
  • Fees, public prices, and other income: 50,000.00 euros.

  • Disposal of real investments, financial assets, and financial liabilities: 0.00 euros.

Transfers—both current and capital—total 1,010,000.00 euros, approximately 61% of the projected total.

Expenses: personnel, services, and investment

The statement of expenses allocates slightly more than a third of the budget to staffing and dedicates 400,000.00 euros to real investments:

  • Personnel expenses: 610,100.00 euros.
  • Current expenses on goods and services: 586,000.00 euros.
  • Real investments: 400,000.00 euros.

  • Financial expenses: 1,500.00 euros.
  • Contingency fund, capital transfers, and financial assets: 0.00 euros.

A staff of 20 positions

The approved staff list amounts to 20 positions, with a total cost of 610,100.00 euros, and is organized into three groups:

  • Career officials: Secretary-Comptroller (subgroup A1) and Administrative Officer (subgroup C1).
  • Permanent contractual staff: Administrative Assistant and Multi-purpose Operator.
  • Temporary contractual staff: Nursery Teacher, Library Assistant, Gym Janitor, Home Care Assistant, Cleaner, Multi-purpose Operator, Leisure and Free Time Director and Monitor, and Drivers.

Challenge before the contentious courts

The final approval may be challenged before the Contentious-Administrative Jurisdiction, in accordance with the requirements, formalities, and grounds set forth in Articles 170 and 171 of the Revised Text of the Law Regulating Local Treasuries, and in the manner and timeframes established by the rules of said jurisdiction.

With this procedure, the municipality of Pacos closes its economic framework for 2027 and will be able to execute, as of January 1, an investment chapter of 400,000 euros, the item with the greatest driving capacity for local activity. The final publication in the bulletin also opens the path for judicial control for any interested party who disagrees with the accounts.
