Por FactBox Admin

Hacienda rebaja aranceles a la importación de trigo y harina

The Ministry of Finance applied reductions to the amounts payable for ad valorem duties of the Customs Tariff for the import of wheat and wheat flour or spelt (tranquillón) between October 16 and December 15, 2026. The decision was contained in exempt decree No. 285, signed on October 13, 2026, by order of the President of the Republic, and was published in the Official Gazette of the Republic of Chile No. 44,573, on Wednesday, October 14, 2026, under official reference CVE 2886346.

The decree is issued under the protection of Law No. 18,525 and Law No. 19,897, and cites supreme decree No. 831 of 2003 from the Ministry of Finance, modified by supreme decree No. 1,936 of 2014; supreme decree No. 19 of 2001 from the Ministry Secretariat General of the Presidency; supreme decree No. 38 of March 11, 2026, from the Ministry of the Interior, and resolution No. 36 of 2024 from the Comptroller General of the Republic.

According to the recitals, the Government’s policy regarding basic agricultural products aims to establish a reasonable margin of fluctuation for domestic prices in relation to the international prices of such products. The Executive maintains that, to achieve this objective, it is indispensable to apply the reduction, and supports the measure based on the communication from the Office of Agricultural Studies and Policies of the Ministry of Agriculture, via email received by the State Secretariat on October 13, 2026.

Reductions per ton and tariff codes

Reduction limit and validity

Paragraph 2 specifies that the established rebates may in no case exceed the amount corresponding to the ad valorem duties of the Customs Tariff for the importation of said goods. The calculation must consider each import operation individually and be based on the CIF value of the goods included in the respective operation.

The measure is effective from October 16, 2026, to December 15, 2026, pursuant to paragraph 1 of the decree.

Background: the previous rebate

The measure succeeds a rebate of similar characteristics established by exempt decree No. 237, from the Ministry of Finance, dated August 12, 2026, published in the Official Gazette No. 44,525 on August 14, 2026 (CVE 2855696), which was in effect between August 16 and October 15, 2026. In that act, the rebates reached 143.43 US$/Ton for the various wheat headings and 223.75 US$/Ton for wheat or middlings flour.

Exempt decree No. 285 was signed by order of the President of the Republic by the Minister of Finance, Jorge Antonio Quiroz Castro, and orders its recording, publication, and filing.

The rebate is in effect for two months and covers both seed and consumption wheat as well as wheat or middlings flour, such that the import cost of these products will be determined by the amounts set in exempt decree No. 285 during the final period of the year. The adjustment relative to the previous act—from 143.43 to 166.05 US$/Ton for wheat and from 223.75 to 259.04 US$/Ton for flour—defines the rebate level that will apply until December 15, 2026.
