The Delegation of Economy and Finance in Ávila has announced the agreement to initiate an investigation file to determine the alleged ownership by the General State Administration of an undeveloped plot located at number 22 Única Street, in Muñana (Ávila). The announcement is published in the Official Gazette of the Province of Ávila number 180, dated September 17, 2026, within the State Administration section, under official reference Number 1833/26. The resolution was signed in Ávila on September 2, 2026, by the delegate of Economy and Finance, Lucía Tuda Flores.

A file open since 2023

The procedure is being carried out at the Delegation of Economy and Finance in Ávila by virtue of the agreement of the General Directorate of State Heritage dated May 23, 2023. It is processed in accordance with the Regulations for the application of the State Heritage Law, approved by Decree 1373/2009, of August 28, and as provided for in articles 45, 46, and 47 of Law 33/2003, on the Heritage of Public Administrations.

The purpose of the file is to determine whether the alleged state ownership of the property exists, the official description of which is as follows:

  • Urban property (undeveloped plot), located at C/ Única, 22, 05540, Muñana (Ávila).
  • Cadastral reference: 9556929UK2995N0001BO.
  • Area: 55 m².

Posting on the notice board and period for allegations

In accordance with articles 56 and 57 of Royal Decree 1373/2009, of August 28, a copy of the publication of the announcement will be sent to the City Council of Muñana (Ávila) for display on the notice board for a period of fifteen days.

Once that period has concluded, persons affected by the file will have one month, counting from the day following the end of the public display, to submit their allegations. The written submission must be addressed to the Delegation of Economy and Finance in Ávila, and interested parties may provide the documents on which they base their allegations, as well as propose evidence.

Procedures and means of defense for affected parties

The announcement details the steps that those who consider themselves harmed by the heritage investigation may follow:

  • Submit written allegations to the Delegation of Economy and Finance in Ávila as they deem appropriate.
  • Provide the documents on which they base their allegations.
  • Propose evidence to support their position regarding the ownership of the property.

The calculation of the one-month period does not begin with the publication in the gazette, but on the day following the end of the fifteen-day display period on the notice board of the City Council of Muñana, therefore the effective deadline will depend on the progress of that municipal display.

Relevance

The case concerns the ownership of an urban property in the town center of Muñana and opens the way for those claiming rights over the plot to defend them before the General State Administration.
