Treasury awards three freely appointed positions in its Undersecretariat

The Undersecretariat of Finance has resolved the free appointment call 15/26, awarding three job positions within the General State Administration in the scope of its Technical General Secretariat. The decision, adopted by resolution on August 25, 2026, is published in the Official State Gazette (Boletín Oficial del Estado) number 215, dated September 1, 2026, in section II.A, page 117807, with official reference BOE-A-2026-18366.

The resolution fulfills the call made by resolution on July 13, 2026, and is issued in accordance with article 20.1.c) of Law 30/1984, of August 2, on Measures for the Reform of the Civil Service, and article 38.2 of the General Regulation for entry and provision of positions approved by Royal Decree 364/1995, of March 10. The requirements and specifications demanded of the candidates were previously verified in accordance with article 54 of the aforementioned regulation.

The awarded positions

The three destinations, all with level 29 and group A1, are located in the Technical General Secretariat of the Undersecretariat of Finance, in Madrid. The awardees come from positions of the same level within the ministry itself, in active administrative status (AC):

• María Adelaida Dopico Pérez de Rada, from the Technical Scale for the Management of Autonomous Bodies, as Deputy Sub-director of the G.S. for Reports and International Relations (position 4712447).
• Emilia Aragón Sánchez, from the State Civil Administrators corps, as Division Director of the Division of International Relations and State Aid (position 5815542).
• Bernardo José Caballero Olmedo, from the State Civil Administrators corps, as Data Protection Area Coordinator of the G.S. for Coordination of Information, Data, Web Services and Transparency (position 5743835).

Assumption of office and appeals

The assumption of office for the new destinations will be carried out in accordance with the provisions of article 48 of Royal Decree 364/1995. Against the resolution, which exhausts administrative remedies, interested parties may file a request for reversal (recurso de reposición) within one month before the same body that issued it, or a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of Madrid or the interested party’s domicile, at their choice, in accordance with Law 39/2015 and Law 29/1998.

Relevance of the decision

The resolution completes a staffing process through the system of free appointment, a mechanism that allows the Undersecretariat of Finance to fill positions of responsibility in strategic areas—such as international relations, state aid, and data protection—based on criteria of trust and specialization. The appointment reinforces the management structure of the ministry’s Technical General Secretariat, within a context of increasing importance placed on information coordination and transparency in public management.
