HABE has regulated the 2026-2027 grants for Basque language schools

The Director General of HABE, Jokin Azkue Arrasto, signed the resolution on July 29, 2026, to regulate the grants for approved Basque language schools (euskaltegis) and self-study centers for the 2026-2027 academic year. The resolution was published in the Official Gazette of the Basque Country (BOPV) issue 165, on August 31, 2026, with official reference 2026/3740.

The call has a total budget of 37,530,000 euros, which will be charged to HABE’s annual budget, and is aligned with the Strategic Plan for Basque 2026-2030, approved by the Government on March 31, 2026. The objective is to promote the learning of Basque for adults and improve the working conditions of euskaltegi teachers, within the Jauzia Gara strategy.

Two application periods and budget

The call consists of two application periods. The first has 36,745,000 euros and the second has 785,000 euros, to finance 10,448 activity units. The second period may only be used by euskaltegis that were beneficiaries in the first period, provided they exceed 103% of the activity units provided for in Annex II for the 2026-2027 academic year and meet the group ratio.

• First application period: from the day after the resolution is published in the BOPV until November 3, 2026.
• Second application period: from June 24 to July 24, 2027; extended until September 1st for permanent residential centers.
• Applications must be submitted electronically via the Government’s electronic office.

Funding modules and criteria

The amount of the grant is calculated by multiplying the number of activity units by the adjusted support module. The reference salary for the teacher is 38,293.77 euros, based on 809 teaching hours, with an hourly cost of 47.33 euros.

• Maximum module: 75.18 euros, when seniority is paid in the teacher’s salary.
• Maximum module: 69.07 euros, when seniority is not paid.
• Minimum module: 47.12 euros.

Public funding cannot exceed 75% of the activity’s expenditure, combining contributions from European or state organizations, the Basque Government, provincial councils, or city councils.

Beneficiaries and conditions

Beneficiaries must be registered in HABE’s Registry of approved euskaltegis and self-study centers, with updated data, and must not be prohibited from receiving grants. They must apply the HEOC basic curriculum, and for C2 level courses, teachers must have that level or an equivalent certified.

Students must pay the enrollment fee through a financial institution, and at least half within a period of 10 business days after entering the course. Activity units take several forms: face-to-face group classes, tutored mixed-study, self-study enrollments, and boarding days in residential centers.

The resolution does not exhaust the administrative route, and interested parties may file an appeal for reversal within one month before the Vice-Ministry of Culture and Language Policy, in accordance with Law 39/2015.

This decree is of great importance for the network of Basque language schools, as it affects the working conditions of thousands of adult students and teachers, and constitutes the fundamental line of public policy in the field of Basque language acquisition.
