Híjar abre información pública sobre una granja porcina de 2.000 plazas

The Híjar City Council has opened for public review the file to obtain an environmental license for a classified activity for a pig fattening farm with a capacity of 2,000 spaces and 240 LSU, promoted by Explotaciones Agrarias Esteban Caso, SC in polygon 23 of the municipal district. The announcement is published in the Official Gazette of Aragon number 215, dated November 6, 2026, in section V (announcements, other announcements), with the official reference BOA20261106042. The procedure opens a period of fifteen calendar days for affected persons to examine the file and submit allegations.

Fifteen calendar days to appeal

The City Council applies article 77.3 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which requires the file to be submitted for public information before resolving the license. The period is fifteen calendar days counted from the day following the publication of the announcement in the Official Gazette of Aragon, meaning the exhibition period extends, in practice, from November 7 to 21, 2026.

During this time, the file may be consulted at the offices of the Híjar City Council, during public office hours, and those who consider themselves affected may submit in writing any allegations or observations they deem appropriate. The document is signed by the mayor, Jesús A. Puyol Adell, dated July 12, 2026, in the town, although the announcement does not appear in the gazette until the November issue.

2,000 fattening spaces distributed across fifteen plots

The projected installation is located in polygon 23 of Híjar and extends over a set of fifteen plots:

  • Plots 826, 829, 831, 832, 833, 834, 835, 836, 837, 838, 839, and 840.
  • Plots 1059, 1082, and 1083.

The farm is intended for fattening pigs, with 2,000 declared spaces and an equivalence of 240 LSU (livestock units), according to the data contained in the municipal announcement. The environmental license for classified activity is the municipal instrument that authorizes these types of livestock facilities before they become operational, and it includes the evaluation of the environmental aspects of the project submitted for public information.

A second livestock file in the municipality

The pig farm is not the only procedure of this type that the Híjar City Council has processed in recent weeks. The Official Gazette of Aragon number 198, dated October 13, 2026 (reference BOA20261013042), published another announcement from the same council regarding a bovine farm for fattening calves under 12 months of age, with a capacity for 514 spaces, promoted by Moligar, SC on plot 5095 of polygon 25.

That file comprised the construction of three warehouses of 1,050 square meters each and a storage room of 60 square meters, and was subjected to the same fifteen-calendar-day public information process provided for in Law 11/2014. In both cases, these are public exhibition notices, not authorizations already granted.

The weight of the environmental process in rural areas

Publication in the official bulletin makes the file a matter that can be consulted and contested by any interested party, which includes neighbors, owners of adjacent estates, and organizations with environmental or agricultural interests in the area. The declared capacity—2,000 bait stations across fifteen plots of polygon 23—places the debate in the realm of the impact on the environment, the management of livestock waste, and the farming model being promoted in the municipality.

For readers in the region, the fifteen-calendar-day period is the only window to intervene in the procedure: once that period has elapsed without objections, the file continues its administrative course toward the municipal resolution of the environmental license for classified activity.
