Guyana Power and Light seeks spectrum for two power plants

Guyana Power and Light has applied to the Telecommunications Agency for a frequency authorisation covering the 60 GHz band and the 5725–5850 MHz range, to operate a private network for staff communication at its Garden of Eden and Anna Regina power plants. The application was lodged on 7 October 2026 under Section 30 of the Telecommunications Act 2016 and published as Government Notice No. 3178 in The Official Gazette of Guyana of Saturday 17 October 2026. Any person affected by the request has until 24 December 2026 to submit written comments to the agency.

The notice is one of two frequency matters carried in the same edition of the gazette, both issued by the agency responsible for telecommunications and both opening a window for public objection. Under the procedure set out in the notice, comments must be addressed in writing to the Telecommunications Agency at 190 Charlotte Street, Bourda, Georgetown, Guyana. The applicant is identified as Guyana Power and Light of Lot 40 Main Street, Georgetown.

What the utility is asking for

The application seeks permission to install and utilise radiocommunication equipment in connection with the provision of staff communication, operating a private telecommunications network. The published table sets out the technical parameters:

  • Frequency bands: 60 GHz and 5725–5850 MHz
  • Type of service: Fixed Service (ISP)
  • Amount of spectrum: 125 MHz
  • Site one: Guyana Power and Light’s Garden of Eden Power Plant
  • Site two: Guyana Power and Light’s Anna Regina Power Plant
  • Purpose: installation and use of radiocommunication equipment for staff communication

The two locations sit on opposite sides of the country’s electricity network — Garden of Eden on the East Bank of Demerara and Anna Regina on the Essequibo Coast — so the request covers plant-level communications at both installations rather than a single site.

Deadline and how to object

The notice states that any person who may be affected by the application may submit written comments on it, addressed to the Telecommunications Agency, 190 Charlotte Street, Bourda, Georgetown, Guyana. The agency sets the cut-off explicitly:

  • Written comments must reach the agency no later than 24 December 2026
  • The comments must concern the application published as Government Notice No. 3178
  • The address for submissions is the agency’s Bourda, Georgetown office

The window runs for just over two months from the date of publication, a longer period than the one granted in the companion notice in the same edition.

A second frequency notice in the same edition

The preceding notice, Government Notice No. 3177, concerns a different applicant and a different procedure. It records an application for a Frequency Authorisation Amendment from Sammuel Pahalad of Lot 269, No. 77 Housing Scheme, Corentyne Berbice, received on 19 September 2026 under Section 35(4) of the Telecommunications Act 2016. That request covers:

  • Frequency band: 5725.0–5850.0 MHz
  • Type of service: Fixed Service (ISP)
  • Amount of spectrum: 125 MHz
  • Sites: Lot 146 B Grant 2767, Crabwood Creek, and Lot 238 No. 64 Village, Corentyne Berbice
  • Deadline for written comments: no later than 2 November 2026

Read together, the two notices show the agency processing both a fresh authorisation for the state-owned electricity utility and an amendment for a private operator in the same 5.7 GHz band.

Why it matters

The 5725–5850 MHz range is a shared band used for fixed links and industrial, scientific and medical applications, and the 60 GHz band is used for short-range, high-capacity point-to-point links; both are relevant to plant communications where cabling is impractical. Because the Telecommunications Act 2016 requires publication and a comment period before authorisation, the notice gives operators, broadcasters and members of the public a formal route to challenge the assignment before any spectrum is granted to Guyana Power and Light. The 24 December 2026 deadline is the only opportunity to do so in this proceeding.
