Guissona announces a vacancy for a technical engineer via competitive examination

The Guissona City Council (la Segarra) has opened the selection process for one Technical Engineer (A2) position as a career civil servant, through a competitive examination (concurs-oposició), and the creation of a job bank for temporary needs. The call for applications was published in the Official Gazette of the Province of Lleida (BOPL) number 162, dated August 25, 2026, with the official reference BOP-2026_0_162_7219.
The rules were approved by mayoral decree no. 2026-0234, dated August 20, 2026, and correspond to a vacancy in the staff positions list included in the 2026 Public Employment Offer. The position, with a 100% full-time workday, is assigned to the special administration scale, technical sub-scale, and has an assigned gross annual salary of €16,143.90, a destination supplement of €8,752.78, and a specific supplement of €17,300.36.
Requirements and submission of applications
Interested parties have a non-extendable period of 20 business days starting from the day after the last publication to submit the application, according to the standardized model in Annex 2 of the rules. Requirements must be met on the last day of the deadline and maintained until appointment.
- Hold Spanish nationality, that of a European Union member state or, in the provided cases, that of a spouse or descendants.
- Possess a degree in Engineering or Technical Engineering, or equivalent, and certify Catalan language knowledge at level C1 of the CEFR.
- Not have been separated from any public administration nor be disqualified, and not incur any incompatibilities.
- Submit the application electronically via the City Council’s electronic office or in person at the general registry, Monday to Friday from 9:00 to 14:00 and Thursdays also from 16:30 to 19:00.
Phases of the selection process
The selection system is a competitive examination (concurs-oposició), with a preliminary language phase for those who have not certified the required knowledge. The examination phase, with a maximum of 50 points, consists of two mandatory and eliminatory exercises:
- Exercise 1: theoretical test of 30 multiple-choice questions, with a minimum of 15 points to pass and a maximum time of one hour.
- Exercise 2: resolution of one or more practical cases, valued from 0 to 20 points, with a minimum of 10 points.
The merit phase (concurs), with a maximum of 15 points, evaluates accredited merits: professional experience (up to 8 points), academic training (1 point), specific training (4 points), ACTIC certificates (1 point), and a level of Catalan higher than required (1 point). The final score sums both phases and determines the order of the list of successful candidates and the job bank.
Appointment and job bank
The selected person will be appointed as a trainee civil servant and must complete a probationary period of six months before being appointed as a career civil servant. Candidates who pass the process without obtaining the position will be included in a job bank with an initial validity of two years, extendable, to cover substitutions, vacancies, or accumulations of tasks in the municipal technical services.
Calls will be made in strict order of score, via telephone or email, and the rejection of an offer entails penalties: the first rejection results in the loss of position in the job bank, and the second results in definitive exclusion. The process will be carried out under the supervision of a collegiate qualifying tribunal, and the lists of admitted and excluded candidates will be published on the municipal electronic headquarters.
