Guisando approves credit supplement for municipal transport

The Plenary Session of the Guisando City Council, in an ordinary session held on August 5, 2026, agreed to the initial approval of the budget modification file no. 1/2026 of the General Budget for the 2026 fiscal year. The measure, published in the Official Gazette of the Province of Ávila on August 21, 2026 (number 1700/26), is processed as a credit supplement and remains open for allegations for fifteen days.
A modification financed by a reduction in education
The file consists of a Expenditure Credit Supplement destined for investments in means of transport, which is financed by a reduction of the same amount in the General Expenses-Education-Public School item. In this way, the operation is budgetarily neutral: the increase in transport expenditure is fully offset by the reduction of the educational item, without altering the overall balance of the municipal budget.
The processing is supported by the provisions of Article 169.1, by reference to 179.4, of Royal Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries.
Period for allegations and final approval
The file is subject to public information for a period of fifteen days, counted from the day following the insertion of the announcement in the provincial gazette. During this period, any interested party may examine it at the municipal offices and present the allegations they deem appropriate.
- Period for allegations: 15 days from publication in the BOP.
- Place of consultation: municipal offices of the Guisando City Council.
- Effect: if no allegations are presented, the agreement will be considered definitively approved.
Signature and scope
The announcement, dated Guisando, August 11, 2026, is signed by the mayor, Sabina Guaylupo Villa. The measure reinforces the municipality’s investment capacity regarding transport, an essential service for a town in the Tiétar region, and does so without increasing tax pressure or debt, by offsetting the expenditure with the reduction in the educational item.
For the residents of Guisando, the modification represents an opportunity to participate in the control of the municipal budget: those wishing to make observations have two weeks to do so before the agreement becomes final.
