Guareña sets September 28 as the date for the commercial revitalization exam

The City Council of Guareña has approved the final list of admitted and excluded applicants for the selection process to hire a Commercial Dynamization Manager, with two candidates admitted and none excluded. The resolution, signed by the delegated councilwoman for Personnel, Estefanía Barrero Ramiro, is published in the Official Gazette of the Province of Badajoz number 182, dated September 23, 2026 (Announcement 3686/2026), and summons the applicants to the defense of their project on Monday, September 28.

Two applicants admitted and none excluded

The final list is closed without exclusions, following the correction period opened with the provisional publication. The admitted candidates are:

• Daniel Banda Trejo (ID *****386-*).
• María del Carmen González Moreno (ID *****539-*).

The announcement reminds that the last three digits of the document are recorded in this manner in accordance with Organic Law 3/2018, of December 5, on the Protection of Personal Data and guarantee of digital rights. The provisional list had been published in the Official Gazette of the Province of Badajoz number 175, dated September 14, 2026 (Announcement 3573/2026), with a period of three calendar days to correct defects or allege omissions.

Exam on September 28 at the Casa de la Cultura

The call sets a single summons for Monday, September 28, 2026, at 12:00 PM, at the Casa de la Cultura de Guareña, located at calle Cuatro Esquinas, 9. The test consists of the presentation and defense of the submitted project, an Annual Commercial Dynamization Plan of a maximum of 30 pages and 30 minutes of defense, graded from 0 to 10 points with a minimum of 5 to pass. Failure to appear at the time of the call implies the automatic forfeiture of the right to participate.

The process is governed by the rules approved by the resolution of the Delegated Department of Personnel number 633/2026, dated August 26, 2026, published in the Official Gazette of the Province of Badajoz number 165, dated August 28, 2026 (Announcement 3402/2026). The position is for an interim civil servant, via a competitive examination process, full-time, with a planned duration of three years starting on October 1, 2026, and an examination fee of 22.00 euros.

Grading tribunal and appeals

The selection body is composed of five public employees of the Guareña City Council:

• Presidency: Pablo Barrena Fuentes.
• Secretary: Manuel María Caro Franganillo.
• Members: Estrella Lozano Ramos, José Ángel Corchuelo Triguero, and Antonia Cortés Gutiérrez.

Recusation may be filed against these appointments in accordance with Article 24 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. This resolution exhausts the administrative route; therefore, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court.

Regional funding of the position

The hiring is part of the aid program of the Junta de Extremadura for the hiring of commercial revitalization managers, regulated by Decree 167/2024, of December 26, as amended by Decree 183/2025, of December 16, and convened by the resolution of April 1, 2026, of the General Secretariat. The salary shall be that established in the resolution granting the subsidy to the Guareña City Council on June 30, 2026, issued by the General Directorate of Competitive Intelligence and Trade of the Ministry of Economy, Employment, and Digital Transformation.

The functions of the position include designing and executing promotion campaigns for local trade, coordinating actions with merchants’ and freelancers’ associations, promoting the digitalization of the commercial fabric, and preparing diagnostics and reports on the situation of local trade.

The resolution is also published on the notice board of the municipal electronic headquarters and on the Guareña City Council website. The outcome of the process will determine who will manage the municipal commercial promotion policy for the next three years, with a direct impact on the town’s merchants, freelancers, and hospitality sector.
