Guareña presents the review of its peri-urban fire plan to the public
Por FactBox Admin

The Guareña City Council has opened for public exhibition the revision of the municipal peri-urban forest fire prevention Plan, initially approved by the Plenary in an ordinary session on September 24, 2026. The announcement is published in the Official Gazette of the Province of Badajoz No. 199, Friday, October 16, 2026, within the Local Administration section, under reference Announcement 4070/2026. Interested parties have thirty business days to submit observations or claims.
Regulatory Framework and Processing
The public exhibition is agreed upon for the purposes provided for in Article 22.1 of Decree 260/2014, of December 2, which regulates the Prevention and Fight against Forest Fires of the Autonomous Community of Extremadura. The technical document was drafted with the technical assistance of the Provincial Council of Badajoz.
The Plenary not only initially approved the revision but also authorized the processing of the Plan to obtain final approval from the Regional Government of Extremadura. It is, therefore, a dual-track procedure: citizen participation at the municipal level and subsequent regional control.
- Body that initially approves: Plenary of the Guareña City Council.
- Session date: September 24, 2026, ordinary session.
- Applicable regulation: Article 22.1 of Decree 260/2014, of December 2.
- Technical assistance: Provincial Council of Badajoz.
- Publication of the announcement: Official Gazette of the Province of Badajoz No. 199, October 16, 2026.
Consultation of the File and Deadline for Allegations
The technical document may be consulted at the Guareña City Council for a period of thirty business days, starting from the day following the publication of the announcement in the Official Gazette of the Province of Badajoz. Any observations or claims submitted will be resolved, where applicable, by the Plenary of the corporation.
In addition to in-person consultation, the file will be available to interested parties on the municipal electronic office, accessible at https://guarena.sedelectronica.es. The announcement appears digitally signed by the General Secretary, Manuel María Caro Franganillo.
Mandatory and Binding Report from the Regional Government
Simultaneously with the opening of the participatory process, the City Council is forwarding the file to obtain the mandatory and binding report from the Fire Prevention and Extinction Service of the General Directorate of Forest Management and Fire Defense, a body dependent on the Ministry of Forest Management and Rural World of the Regional Government of Extremadura.
This report conditions the processing: being mandatory and binding, its content determines the conditions under which the Plan may achieve regional approval. The announcement specifies that, should no claims be filed within the indicated period, the peri-urban forest fire prevention Plan of the municipality will be understood as definitively approved.
Impact for peri-urban land owners
The revision directly affects the safety of urban centers and the owners of land located in the peri-urban strip, the area where forest fire prevention measures are concentrated. The planning of these zones conditions the use and maintenance of the plots and establishes vegetation management obligations.
The process will remain open for thirty business days from the day following the publication of the announcement; therefore, interested parties wishing to influence the final content of the Plan must submit their allegations within that period. Once the deadline has passed without claims, the revision will be definitively approved without the need for a new plenary pronouncement.
