Guareña announces a vacancy for Commercial Dynamization Manager

The Guareña City Council (Badajoz) has called for selective tests for the interim provision, through a competitive examination system, of one position for Commercial Dynamization Manager, with a planned duration of three years and a contract start date of October 1, 2026. The call is approved by resolution of the Delegated Department of Personnel number 633/2026, dated August 26, and is published in the Official Gazette of the Province of Badajoz number 165, dated August 28, 2026, via Announcement 3402/2026.

The position is funded by grants from the Regional Government of Extremadura for the hiring of commercial dynamization managers, regulated by decree 167/2024, dated December 26, modified by decree 183/2025, dated December 16, and by the resolution of April 1, 2026, from the General Secretariat approving the call for grants for the 2026-2029 periods. The salary will be as established in the grant award resolution to the City Council, dated June 30, 2026, from the General Directorate of Competitive Intelligence and Trade of the Department of Economy, Employment and Digital Transformation.

Job Functions

The Commercial Dynamization Manager will carry out the planning, coordination, execution, and evaluation of municipal policies for the promotion and dynamization of local trade. Their key functions include:

  • Designing and executing commercial dynamization programs, campaigns, and projects.
  • Collaborating with associations of merchants, entrepreneurs, and freelancers.
  • Promoting associationism and cooperation with sectors such as tourism, hospitality, culture, sports, and leisure.
  • Preparing diagnostics, annual plans, and promotion campaigns for local trade.
  • Promoting innovation, modernization, and digital transformation of local trade.
  • Managing the dissemination of campaigns and collaborating in the acquisition and justification of grants.

The workday will be full-time, from Monday to Sunday according to the needs of the Trade and Tourism Area, guaranteeing legal rest periods.

Requirements and Applications

Applicants must be citizens of the European Union or have legal residence in Spain, possess functional capacity, not be disqualified, and hold a type B driver’s license. Additionally, they must prove one of the following qualifications:

  • Diploma in Business Studies, Degree in Economics, in Business Administration and Management, or in Marketing and Market Research.
  • Equivalent degree in business administration and management, economics, advertising and public relations, marketing, or trade.
  • Higher Vocational Training Module from the Trade and Marketing professional family.

Applications shall be submitted to the General Registry of the City Council or at the locations specified in Article 16.4 of Law 39/2015, within a period of 10 calendar days from the publication in the BOP. The examination fees amount to 22.00 euros, to be deposited into account ES87 3009 0005 0411 4131 6925 at Caja Rural de Extremadura.

Selection Process

The competitive examination phase will consist of the presentation and defense of an Annual Commercial Dynamization Plan, with a maximum of 30 pages, which will be graded from 0 to 10 points, with a minimum of 5 required to pass. The defense will have a maximum time of 30 minutes, and the City Council will verify the authenticity of the project, identifying possible texts generated by artificial intelligence.

The merit phase will award 0.12 points for each month worked full-time in the category of Commercial Dynamizer, up to a maximum of 4 points. Additionally, a job bank will be established with the candidates who pass the process, valid for three years, to cover future needs.
