Guadalcanal approves credits for 490,000 euros using treasury surplus

The Guadalcanal City Council has initially approved two budget modification files for a combined total of 490,000 euros, intended to cover necessary and urgent expenses. The decision was adopted by the plenary of the corporation in an extraordinary session held on August 20, 2026, and is published in the Official Gazette of the Province of Seville, number 163, Monday, August 24, 2026.

The agreements, signed by the mayor, Ms. Regina Rivero Blanco, are subject to public review for a period of fifteen days, after which, if no claims are filed, they will become final.

Two budget modification files

The modification is structured into two complementary instruments, both financed by the liquid treasury surplus from the 2025 fiscal year settlement:

• Extraordinary Credit No. 1/2026, for the amount of 291,000 euros (file 2026/CEX_01/000001, CVE BOP-SE-2026-163009, p. 24).
• Credit Supplement No. 1/2026, for the amount of 199,000 euros (file 2026/CEX_01/000002, CVE BOP-SE-2026-163008, p. 23).

Both files aim to provide the appropriate and sufficient budgetary allocation for the attention of necessary and urgent expenses of the municipality.

Regulatory framework and public exhibition process

The processing is supported by Article 177, in relation to 169, of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries (TRLRHL), as well as Article 38, in relation to 20, of Royal Decree 500/1990, of April 20.

During the fifteen-day period, counted from the day following the insertion of the edicts in the official provincial gazette, the interested parties referred to in Article 170.1 of the TRLRHL may:

• Examine the file, which is available for review at the offices of the general secretariat and the municipal audit office.
• Submit to the plenary of the corporation any claims they deem appropriate, based on any of the grounds expressed in Article 170.2 of the TRLRHL.

Relevance for the municipality

The approval of these credits allows the Guadalcanal council to provide budgetary coverage for urgent expenses without resorting to new debt, as they are fully financed by the treasury surplus from the previous year. Publication in the official gazette ensures the transparency of the process and opens the door to citizen participation before the agreements become final.
